With education and communication, preparedness, and investments, urbanization can be channeled as a tremendous positive force for development. By decreasing disaster exposure and vulnerability through systematic assessments and communication of risks, better land-use planning, and many other practical measures, the impacts of natural hazards can be reduced significantly. At the same time, it is necessary to recognize that the risks of disasters cannot be entirely eliminated, and countries need to plan for failure by considering different scenarios, especially within complex systems and networks. Preventive investments in risk reduction and emergency preparedness can be extremely cost-effective and can greatly reduce the impact of natural hazards. Governments can prioritize actions based on informed decisions about the level of risk to reduce the risks from disasters. Public investments, such as early-warning systems, retrofitting of critical infrastructure at risk, and mainstreaming systematic risk assessments into relevant public investment planning processes, can help to reduce poverty and promote sustainable economic growth. This publication seeks to explain the nature of settlements termed “urban villages” as set within the context of growing levels of urbanization in contemporary Pacific towns and cities. It investigates the meaning and conceptualization of myriad forms of urban villages by examining the evolution of different types of settlement commonly known as native or traditional villages, and more recently squatter and informal settlements. It views village-like settlements such as squatter and informal settlements as a type of urban village, and examines the role these and other urban villages play in shaping and making the Pacific town and city and arguably, the Pacific village city. Throughout Polynesia urban conditions are worsening, though cities and towns are growing much more slowly than their Melanesian and Micronesian counterparts. The difficulties of providing adequate urban infrastructure and services that have been of critical concern in the larger cities of the developing world are now readily apparent. The relatively small size of urban centres in the South Pacific has delayed the recognition of serious problems and the need for an active response because development policies have tended to focus on economic growth and on the rural sector. To draw comparisons with policies that have been attempted elsewhere, the key subsectors of urban infrastructure examined here are those commonly identified in comparative policy studies: water supply, sanitation, solid waste disposal and housing. Integrally associated with these services are land management and the status of physical planning. Particular attention is given to environmental outcomes.
