Although the United States has been involved in Vietnam for over twenty years, there has been no book in English that provides both a historical perspective on the Vietnamese peasants, who are more than 80 percent of the population, and a firsthand account of their living conditions under colonial rule during the first half of this century. The subject of this study is the impact of French colonial administrative policies on Vietnamese peasant society between the 1880s and 1945&-a period that is crucial for an understanding of the nature of the peasants' determined struggle not only against the French colonizers but also against their American successors. As Kerkvliet shows, the Vietnamese government eventually terminated the system, but not for ideological reasons. Rather, collectivization had become hopelessly compromised and was ultimately destroyed largely by the activities of villagers. Decollectivization began locally among villagers themselves; national policy merely followed. The power of everyday politics is not unique to Vietnam, Kerkvliet asserts. He advances a theory explaining how everyday activities that do not conform to the behavior required by authorities may carry considerable political weight.

This book presents a historical and ethnographic study of changing mangrove management in northern Vietnam over the past 100 years, grounded in a case study in the Red River Delta in northern Vietnam. The book shows that three primary socio-economic dynamics have affected mangroves: enclosure movements that have restricted access by different user communities over time, such as the exclusion of women; changing valuation of mangroves and their products and services; and social and class differentiation caused by privatization of once common resources. The result of these pressures have been erosions of norms, rules, and collective action to protect and nurture mangroves, leading to widespread loss of coastal forests.
