In the first half of the twentieth century, white elites who dominated Virginia politics sought to increase state control over African Americans and lower-class whites, whom they saw as oversexed and lacking sexual self-restraint. Holloway's analysis demonstrates that the cultural context that characterized certain populations as sexually dangerous worked in tandem with the political context that denied them the right to vote. First it created the conditions under which the Readjuster Party, a biracial coalition of radical reformers, seized control of the state government in 1879 and successfully refinanced the debt; then it gave rise to a counterrevolution that led the elitist Democratic Party to eighty years of dominance in the state's politics. Despite the Readjusters' victory in refinancing the debt and their increased spending for the popular new system of free public schools, the debt controversy generated a long train of legal disputes--at least eighty-five cases reached the Virginia Supreme Court of Appeals, and twenty-nine reached the Supreme Court of the United States. Through an in-depth look at these political and legal contests, A Saga of the New South sheds new light on the many obstacles that reformers faced in Virginia and the South after the Civil War.

In Era of Experimentation, Daniel Peart challenges the pervasive assumption that the present-day political system, organized around two competing parties, represents the logical fulfillment of participatory democracy. Recent accounts of "the rise of American democracy" between the Revolution and the Civil War applaud political parties for opening up public life to mass participation and making government responsive to the people. Yet this celebratory narrative tells only half of the story. By exploring American political practices during the early 1820s, a period of particular flux in the young republic, Peart argues that while parties could serve as vehicles for mass participation, they could also be employed to channel, control, and even curb it. Far from equating democracy with the party system, Americans freely experimented with alternative forms of political organization and resisted efforts to confine their public presence to the polling place. Era of Experimentation demonstrates the sheer variety of political practices that made up what subsequent scholars have labeled "democracy" in the early United States. Peart also highlights some overlooked consequences of the nationalization of competitive two-party politics during the antebellum period, particularly with regard to the closing of alternative avenues for popular participation.
Throughout the early years of the 20th century, Virginia was viewed as a Republican state. Citizens in the Commonwealth had not voted for a Democratic presidential candidate since 1964. In 2000, the GOP had just won the governor’s race, held both U.S. Senate seats, and had majorities in both the House of Delegates and the State Senate. By 2020, all of that had been reversed. During that period, Democrats won four of five governors contests, elected two US senators, and voted for Democratic presidential candidates in every year since 2008. In 2019, the House of Delegates, where Republicans maintained a 68-32 supermajority in 2011, flipped to Democratic control. With it, the state became a Democratic trifecta, where the party controlled all of the state’s levers of power.
