Water Policy Reform in Southern Alberta by B. Timothy Heinmiller Pdf

Between 1995 and 2005, the government of Alberta undertook major reforms to the way water is governed in the arid southern part of the province. Among the most significant reforms was the imposition of moratoria on new water licenses, the introduction of a market for buying and selling existing water licenses, and the adoption of a “conservation holdback” mechanism for returning some licensed water to the environment. In Water Policy Reform in Southern Alberta, B. Timothy Heinmiller looks at how and why these (and other) reforms were adopted after nearly a century of stasis on water policy. The study analyses over three decades of policy decisions, beginning with the Progressive Conservative victory in 1972 to the last major policy reform in 2007. Applying the Advocacy Coalition Framework, process tracing methodologies, and content analysis, the author isolates, identifies and reconstructs the actors and processes that shaped over thirty years of water policy in Alberta. Water Policy Reform in Southern Alberta offers important insights on the management of natural resources and the factors influencing meaningful policy change.

Water as a Social Opportunity by Seanna L. Davidson,Jamie Linton,Warren E. Mabee Pdf

Often when water is thought about, the focus is on problems, challenges, and crises. In November 2012, a group of researchers came together at Queen’s University with the idea that it is more illuminating and constructive to think about water as an opportunity. Water as a Social Opportunity conveys the idea that the ways in which society responds to water-related challenges has the potential to yield a variety of positive outcomes not just for water, or the economy, but for society more broadly. Contributors consider water issues across Canada from this original perspective, and suggest this concept as a basis for developing a long-overdue national water strategy in Canada.

Water Policy and Governance in Canada by Steven Renzetti,Diane P. Dupont Pdf

This book provides an insightful and critical assessment of the state of Canadian water governance and policy. It adopts a multidisciplinary variety of perspectives and considers local, basin, provincial and national scales. Canada’s leading authorities from the social sciences, life and natural sciences address pressing water issues in a non-technical language, making them accessible to a wide audience. Even though Canada is seen as a water-rich country, with 7% of the world’s reliable flow of freshwater and many of the world’s largest rivers, the country nevertheless faces a number of significant water-related challenges, stemming in part from supply-demand imbalances but also a range of water quality issues. Against the backdrop of a water policy landscape that has changed significantly in recent years, this book therefore seeks to examine water-related issues that are not only important for the future of Canadian water management but also provide insights into transboundary management, non-market valuation of water, decentralized governance methods, the growing importance of the role of First Nations peoples, and other topics in water management that are vital to many jurisdictions globally. The book also presents forward-looking approaches such as resilience theory and geomatics to shed light on emerging water issues. Researchers, students and those directly involved in the management of Canadian waters will find this book a valuable source of insight. In addition, this book will appeal to policy analysts, people concerned about Canadian water resources specifically as well as global water issues.

Water for Life by Anonim Pdf

The Water for Life strategy outlines the Government of Alberta's commitments to manage and safeguard Alberta's water resources, now and in the future. The strategy has been the vehicle for managing Alberta's precious water resources since its release in 2003. Because it has been such an effective tool for managing Alberta's water resources, the Government of Alberta renewed the strategy and will implement a renewed action plan. The Water for Life renewal builds upon the good work already undertaken and reaffirms the Government of Alberta's commitment to the Water for Life approach for the wise management of Alberta's water quantity and quality for the benefit of all Albertans. Five years later, Albertans continue to care about the health of the aquatic environment, as well as issues concerning water quality and quantity. They are also aware of the impacts of climate change, unprecedented economic growth and development, and population demands on Alberta's water resources. The renewed Water for Life strategy and action plan reflect current issues in our province and the recommendations made by the Alberta Water Council. It is a renewal that builds on an already strong foundation to ensure continued sustainable water quality and quantity in Alberta. In most cases, significant foundational work has begun or will be initiated in the short-term.

Restoring the Flow by Robert Sandford Pdf

I believe that it is up to people like us to find the language, create the images and imagine the solutions that will allow us to break out of the vicious circle that threatens public health by threatening our landscapes and water sources . . . Together we can work toward this end. And, we can do it with humour. We can do it with style. And we can do it with grace. Try as we might, parts of North America may not escape the impacts of the global water crisis. The same kinds of water supply and quality issues that have appeared around our crowded planet are already beginning to present themselves here. Unfortunately, this is occurring at a time when, as a direct result of declining global food production, the world is beginning to rely more heavily than ever on agricultural communities in North America to help meet increasingly unattainable food-production goals. Instead of waiting for a water crisis of our own, North Americans may well wish to put the lessons learned elsewhere in the world into active practice. By using the example of others to put our own water-management house in order, North America can possibly avoid the same kinds of problems other countries are facing with respect to the protection of water resources. At the same time, we can employ enlightened attitudes toward the management of water resources to advance many of our own ecological and economic sustainability goals. Passionately conceived, clearly written and citing concrete examples from all over the world, Restoring the Flow is an approachable yet authoritative source, one of the many implements concerned citizens, government officials, businesspeople and policymakers can use and reuse in understanding and addressing this ever-growing global crisis.

Water Resources Allocation by Organisation for Economic Co-Operation and Development (OECD) Pdf

Water resources allocation determines who is able to use water resources, how, when and where. It directly affects the value (economic, ecological, socio-cultural) that individuals and society obtain from water resources. This report overviews how allocation works in a range of countries and how the performance of allocation arrangements can be improved to adjust to changing conditions. Capturing information from 27 OECD countries and key partner economies, the report presents key findings from the OECD Survey of Water Resources Allocation and case studies of successful allocation reform. It provides practical policy guidance for water allocation in the form of a "health check", which can be used to assess the performance of current arrangements and manage the transition to improved regimes.

Facts about Water in Alberta by Anonim Pdf

In November 2009 The Government of Alberta released the Water for Life action plan, the roadmap that the government and its partners will follow over the next 10 years. The action plan supports the goals and directions in Alberta's renewed Water for Life strategy. The renewed strategy reflects the population increase and economic growth Alberta has seen over recent years, and Albertans' changing water needs. Like the original, the renewed Water for Life strategy has three main goals: safe, secure drinking water; healthy aquatic ecosystems; and reliable, quality water supplies for a sustainable economy. Alberta Environment developed this book to help inform Albertans about the province's water, and some of the current challenges facing our water resources. Facts about Water in Alberta outlines where Alberta's water comes from, who uses water in the province, and how water quality and quantity is managed.--Document.
