As requested by the National Science Foundation (NSF) and the Interagency Committee for Extramural Mathematics Programs (ICEMAP), this report updates the 1984 Report known as the "David Report." Specifically, the charge directed the committee to (1) update that report, describing the infrastructure and support for U.S. mathematical sciences research; (2) assess trends and progress over the intervening five years against the recommendations of the 1984 Report; (3) briefly assess the field scientifically and identify significant opportunities for research, including cross-disciplinary collaboration; and (4) make appropriate recommendations designed to ensure that U.S. mathematical sciences research will meet national needs in coming years. Of the several components of the mathematical sciences community requiring action, its wellspring--university research departments--is the primary focus of this report. The progress and promise of research--described in the 1984 Report relative to theoretical development, new applications, and the refining and deepening of old applications--have if anything increased since 1984, making mathematics research ever more valuable to other sciences and technology. Although some progress has been made since 1984 in the support for mathematical sciences research, the goals set in the 1984 Report have not been achieved. Practically all of the increase in funding has gone into building the infractructure, which had deteriorated badly by 1984. While graduate and postdoctoral research, computer facilities, and new institutes have benefited from increased resources, some of these areas are still undersupported by the standards of other sciences. And in the area of research support for individual investigators, almost no progress has been made. A critical storage of qualified mathematical sciences researchers still looms, held at bay for the moment by a large influx of foreign researchers, an uncertain solution in the longer term. While government has responded substantially to the 1984 Report's recommendations, particularly in the support of infrastructure, the universities generally have not, so that the academic foundations of the mathematical sciences research enterprise are as shaky now as in 1984. The greatet progress has been made in the mathematics sciences community, whose members have shown a growing awareness of the problems confronting their discipline and increased interest in dealing with the problems, particularly in regard to communication with the public and government agencies and involvement in education. The inspiring story of Monia Mazigh’s courageous fight to free her husband, Maher Arar, from a Syrian jail. On September 26, 2002, Maher Arar boarded an American Airlines plane bound for New York, returning early from vacation with his family because a work project needed his attention. He was a Canadian citizen, a telecommunications engineer and entrepreneur who had never been in trouble with the law. His nightmare began when he was pulled aside by Immigration officials at JFK airport, questioned, held without access to a lawyer, and ultimately deported to Syria on the suspicion that he had terrorist links. He would remain there, tortured and imprisoned for over one year. Meanwhile his wife, Monia, and their two children stayed on visiting family in Tunisia, unaware that their lives were about to be torn apart. Upon her return to Canada, Monia was horrified at the media’s and public’s willingness to assume that the Canadian police and intelligence agencies, and their American counterparts, take on her husband as a terrorist was correct. She began a tireless campaign to bring public attention and government action to her husband’s plight, eventually turning the tide of public opinion in Arar’s favour, and gaining his release and return to Canada. Of her willingness to speak out, she has said that she was never afraid: “I had lost my life. I didn’t have more to lose.” This is a remarkable story of personal courage, and of an extraordinary woman who lets us into her life so that other Canadians can understand the denial of rights and the discarding of human rights her family suffered. Candid, poignant, and inspiring, this is the most important book of the season.
Much writing about 19th-century East Africa has been distorted by the legacy of post-Enlightenment thought as well as by more insidious racist ideologies. Humanitarian lobbies throughout Western Europe, strongly influenced by positivist ideas, and campaigning to highlight the ravages of the slave trade, condemned Africa in their writings and propaganda to the periphery, outside universal history. Africa was reduced to a continent of slavery, in which the market, entrepreneurship and free wage labour could not exist. These ideas penetrated scholarly works and still survive in some guises. The consequence is that a variety of initiatives and forms of labour organization associated with the long distance trades in ivory and imported cloth have been overlooked by scholars, while the slave paradigm received widespread attention. Utilizing the conceptual tool of crew culture, Rockel documents a large-scale African migrant labour system. Nyamwezi caravan porters from the interior, as well as coastal Zanzibaris and Waungwana, forged a unique way of life in which market values and experience of wage labour and the caravan safari combined with customary standards and notions of honour derived from innovative reconceptualizations of tradition. The safari experience, commercial change, and interactions with peasant and pastoral communities along the trade routes, all contributed to the emergence of a unique East Africa modernity. This book can be read on a variety of levels It is a journey, a labour history, a story of African initiative and adaptation to modernity, and a contribution to a history of Tanzania and East Africa that gives due attention to intersocietal linkages, and networks. Rockel utilizes a variety of methodologies and theoretical approaches derived from neo-Marxist and postcolonial perspectives, as well as Africanist innovations in oral historiography and labour and gender studies. Drawing on such insights, Carriers of Culture develops and expands our understanding of the way workers invent new and unique cultures to make sense of and control the labour process, create support networks including collective leisure activities, maximize and protect economic interests, and manage the labour market.
