WHO Report on the Global Tobacco Epidemic, 2015 by Anonim Pdf

This report, the fifth in the series of WHO reports on the global tobacco epidemic, presents a country-level examination of the epidemic and identifies countries that have applied effective tobacco control measures. The number of people worldwide protected by effective tobacco control measures continues to grow, and countries that have adopted these measures at the highest level of achievement can be considered models for action for those countries that have yet to do so. The focus of this report is raising taxes on tobacco, the 'R' component of MPOWER. Time and again, increasing taxes on tobacco products to increase retail prices has been proven to be the most effective and efficient of the best-buy demand reduction measures to reduce tobacco use. And yet it is also the least widely implemented measure.

WHO Technical Manual on Tobacco Tax Administration by World Health Organization Pdf

Tobacco use is the single largest cause of preventable death globally, killing more than five million people each year. Tobacco use also creates considerable economic costs, from greater spending on health care to treat the diseases it brings on in users and those exposed to tobacco smoke to the lost productivity resulting from the premature deaths it causes. Of all the many interventions for reducing tobacco use, a significant increase in tobacco product taxes and prices has been demonstrated to be the single most effective and cost-effective intervention, particularly among the poor and the young. At the same time, because of the inelasticity of demand for tobacco products in most countries and the low share of tax in price in many, significant increases in tobacco taxes generate significant increases in the revenues generated by these taxes. This technical manual aims to help governments achieve both objectives by identifying a set of "best practices" for tobacco taxation. It documents governments' existing approaches to tobacco taxation, discusses barriers to using tobacco taxes to achieve health and revenue objectives, and provides case studies of effective tobacco tax administration. This manual is intended to be useful to tax administrators at the Ministry of Finance level by making them aware of the practices used and challenges faced by other countries. It will also be useful to officials in a country's Ministry of Health or similar organizations by providing them with a more thorough understanding of key issues in tax structure and administration.

The Global Tobacco Epidemic and the Law by Andrew D. Mitchell,Tania Voon Pdf

Tobacco use represents a critical global health challenge. The World Health Organization estimates that tobacco kills nearly 6 million people a year, with the toll expected to rise to 8 million annually over the next two decades. Written by health and legal experts from institutions around the globe, The Global Tobacco Epidemic and the Law examines the key areas of domestic and international law affecting the regulation of tobacco. The book offers a wide-ranging and in-depth exploration of relevant legal questions, including a focus on the activities of the World Health Organization and the WHO Framework Convention on Tobacco Control, as well as an extensive evaluation of relevant developments in international trade law and international investment law. The authors' expert analysis also sheds light on broader questions relating to the capacity of governments to regulate tobacco products and the tobacco industry, as reflected in detailed case studies of tobacco control in various countries and regions around the world. The answers to these questions are of vital interest to the international community, with states' regulatory sovereignty regarding tobacco increasingly being challenged in local and international courts and tribunals. Combining unique insight with rigorous analysis, this book will facilitate a more sophisticated understanding of the legal issues concerning tobacco control and will be of interest to lawyers, diplomats, policymakers and NGOs, as well being a valuable resource for scholars of law, public policy and health. The GTSS Atlas by Charles W. Warren Pdf

"Surveillance is the ongoing, systematic collection, analysis, and interpretation of health-related data essential to the planning, implementation and evaluation of public health practice. It is closely integrated with the timely determination of data to those responsible for prevention and control. The atlas visualizes a decade of work in establishing the Global Tobacco Surveillance System (GTSS), which has become the largest public health surveillance system ever developed and maintained. The atlas documents the components of the GTSS, which include the monitoring of tobacco use and tobacco control measures among youth, school personnel, health professions students and adults. It maps the coverage of the surveys and provides data on the various elements of a comprehensive tobacco control strategy outlined in the Who- FCTC and MPOWER policy. It illustrates the importance of enhancing country capability to develop, implement and evaluate tobacco control programs though and a systematic framework. This resource will be invaluable to policy makers, public health practitioners, scholars and students interested in tobacco control." - p. 9

WHO Report on the Global Tobacco Epidemic, 2011 by World Health Organization Pdf

The number of people now protected by tobacco control measures is growing at a remarkable pace. The progress made on adopting measures that reduce the demand for tobacco is a sign of the increasing impact of the WHO Framework Convention on Tobacco Control, which continues to be one of the most rapidly embraced, measurably successful treaties in United Nations history. This report, the third periodic country-level examination of the global tobacco epidemic, identifies the countries that have taken effective tobacco control measures that save lives. These countries can be held up as models of action for the many countries that need to do more to protect their people from the harms of tobacco use. Tobacco continues to kill nearly 6 million people each year, including more than 600,000 non-smokers who die from exposure to tobacco smoke. Up to half of the world s 1 billion smokers will eventually die of a tobacco-related disease. However, we have the power to change these circumstances. The focus of this report is on warning people about the harms of tobacco use. People have an inherent right to receive this information, and countries have an obligation to provide it. The two main types of warnings are examined: health warning labels on tobacco packages and national anti-tobacco mass media campaigns. Large and graphic warning labels and hard-hitting mass media campaigns have proven effective in reducing tobacco use and encouraging people to quit. This report presents for the first time detailed national-level data collected on a global basis for anti-tobacco mass media campaigns.

WHO Framework Convention on Tobacco Control by World Health Organization Pdf

This book contains the guidelines adopted by the Conference of the Parties. These seven guidelines cover a wide range of provisions of the WHO Framework Convention on Tobacco Control, such as: the protection of public health policies with respect to tobacco control from commercial and other vested interests of the tobacco industry; protection from exposure to tobacco smoke; packaging and labelling of tobacco products; and tobacco advertising, promotion and sponsorship; and demand reduction measures concerning tobacco dependence and cessation. These guidelines are intended to help Parties to meet their obligations under the respective provisions of the Convention. They reflect the consolidated views of Parties on different aspects of implementation, their experiences and achievements, and the challenges faced. The guidelines also aim to reflect and promote best practices and standards that governments would benefit from in the treaty-implementation process.
