Who's in Charge Here? by Noel Epstein Pdf

A Brookings Institution Press and the Education Commission of the States publication Behind the scenes, a revolution is taking place in primary and secondary education. Once thought sacrosanct, the principle of local lay control has come under growing attack. In the 1970s and 1980s, governors sought greater influence by promulgating academic standards and even taking over failing schools. Mayors soon followed, with some wresting control of struggling local school systems. Atop this, the president and Congress greatly extended their reach into U.S. classrooms with enactment of the No Child Left Behind Act of 2001, which requires annual reading and math tests in grades 3 through 8, tougher yardsticks to measure whether pupils are making sufficient progress, and penalties for schools that persistently fall short. The result is a spider's web of responsibility. It is difficult, if not impossible, to figure out where accountability lies. Not only have municipal, state, and federal authorities reasserted control over the separate education government that the nation long ago created, but an array of other institutions—including the courts, community-based organizations, and education management companies—are also deeply involved in school decisions. These trends have created a growing gap between those who make education policy and those responsible for the results. What's more, they have contributed to widespread confusion about how to fix public education. In Who's in Charge Here? some of the finest minds in education cut through the confusion to analyze key issues such as the Constitution's role in allocating responsibility for education, the pros and cons of growing federal control, how to ensure a supply of talented teachers for the underprivileged, the impact of the school-choice movement, and the expanding non-academic role of schools. Other chapters explore the history of U.S. education governance and propose principles for creating a new system that especially benefits the children who are most in need. The question of who should be

Who Hears Here? by Guthrie P. Ramsey Pdf

Guthrie P. Ramsey, Jr., is an award-winning musicologist, music historian, composer, and pianist whose prescient theoretical and critical interventions have bridged Black cultural studies and musicology. Representing twenty-five years of commentary and scholarship, these essays document Ramsey’s search to understand America's Black musical past and present and to find his own voice as an African American writer in the field of musicology. This far-reaching collection embraces historiography, ethnography, cultural criticism, musical analysis, and autobiography, traversing the landscape of Black musical expression from sacred music to art music, and jazz to hip-hop. Taken together, these essays and the provocative introduction that precedes them are testament to the legacy work that has come to define a field, as well as a rousing call to readers to continue to ask the hard questions and write the hard truths.

Everyone Who Is Gone Is Here by Jonathan Blitzer Pdf

Named a Most Anticipated Book of 2024 by Foreign Policy “Extraordinary . . . a profound reflection on one of the great paradoxes of American life—and a tribute to the astonishing indomitability of the human spirit.” —Patrick Radden Keefe “A searing, gut-wrenching, and masterfully reported account.” —Jill Lepore An epic, heartbreaking, and deeply reported history of the disastrous humanitarian crisis at the southern border told through the lives of the migrants forced to risk everything and the policymakers who determine their fate, by New Yorker staff writer Jonathan Blitzer Everyone who makes the journey faces an impossible choice. Hundreds of thousands of people who arrive every year at the US-Mexico border travel far from their homes. An overwhelming share of them come from El Salvador, Guatemala, and Honduras, although many migrants come from farther away. Some are fleeing persecution, others crime or hunger. Very often it will not be their first attempt to cross. They may have already been deported from the United States, but it remains their only hope for safety and prosperity. Their homes have become uninhabitable. They will take their chances. This vast and unremitting crisis did not spring up overnight. Indeed, as Blitzer dramatizes with forensic, unprecedented reporting, it is the result of decades of misguided policy and sweeping corruption. Brilliantly weaving the stories of Central Americans whose lives have been devastated by chronic political conflict and violence with those of American activists, government officials, and the politicians responsible for the country’s tragically tangled immigration policy, Blitzer reveals the full, layered picture for the first time. Everyone Who Is Gone Is Here is an odyssey of struggle and resilience. With astonishing nuance and detail, Blitzer tells an epic story about the people whose lives ebb and flow across the border, and in doing so, he delves into the heart of American life itself. This vital and remarkable story has shaped the nation’s turbulent politics and culture in countless ways—and will almost certainly determine its future.

Wh-clauses in English by Joe Trotta Pdf

This study provides the first description-oriented, theoretically-unaligned account ofwh-clauses in Modern English. The author employs a data-based approach to examine aspects of both generative and non-generative work as regards their relative strengths and weaknesses. Wh-clauses in English: Aspects of Theory and Description is a unique combination of statistical findings and qualitative analysis. It is not only underpinned by a systematic investigation of the Brown University corpus but also includes attested material from other sources such as the British National Corpus, the CobuildDirect corpus as well as material gleaned from the internet. The qualitative and quantitative analyses are combined to approach a wide range of theoretical and descriptive issues, such as wh-movement, landing-sites for moved wh-XPs, vacuous movement, island constraints, among others. Not insignificantly, many questions of indeterminacy are addressed, such as the interface of conjunctions and relative words, the problems of demarcation between interrogatives and free relatives as well as structural ambiguities between interrogatives and exclamatives.

Who Are You and Why Are You Here? by Jacques Claessens Pdf

Every international development project looks good on paper until someone asks, “Who are you and why are you here?” In this case, it’s a man from northern Burkina Faso. His question reveals everything wrong with international development work today. Jacques Claessens questions the real effects of development programs and agencies, NGOs, and multinational corporations on the economy and welfare of the global south—from a Kafkaesque well-drilling project in Udathen to the Chernobyl-like environmental devastation wrought by the Canadian-owned Essakane mine. Through tales of uneasy encounters between nomadic Tuaregs and Western engineers, well-meaning NGO staff and their incredibly self-serving bosses, UN bureaucrats, a greedy Canadian mining company, and Burkinabe villagers–all pursuing ostensibly noble goals, all barely listening to each other–we begin to understand the realities of international development.

Common Ground? by Anthony M. Orum,Zachary Neal Pdf

Public spaces have long been the focus of urban social activity, but investigations of how public space works often adopt only one of several possible perspectives, which restricts the questions that can be asked and the answers that can be considered. In this volume, Anthony Orum and Zachary Neal explore how public space can be a facilitator of civil order, a site for power and resistance, and a stage for art, theatre, and performance. They bring together these frequently unconnected models for understanding public space, collecting classic and contemporary readings that illustrate each, and synthesizing them in a series of original essays. Throughout, they offer questions to provoke discussion, and conclude with thoughts on how these models can be combined by future scholars of public space to yield more comprehensive understanding of how public space works.

Distributed Leadership by Alma Harris Pdf

Alma Harris The ?eld of school leadership is currently preoccupied with the idea of distributed leadership. Few ideas, it seems, have provoked as much attention, debate and c- troversy. Whatever your position on distributed leadership, and you cannot fail to have one, it is irrefutable that distributed leadership has become the leadership idea of the moment. Yet, it is an idea that can be traced back as far as the mid 20s and possibly earlier. So why the interest? Part of the answer can be found in a move away from theorizing and empirical enquiry focused on the single leader. This shift has undoubtedly been fuelled by structural changes, within schools and across school systems that have resulted in - ternative models or forms of leadership practice. Evidence highlights how those - cupying formal leadership positions are increasingly recognizing the limitations of existing structural arrangements to secure organizational growth and transformation (Fullan et al. , 2007; Harris et al. , 2008; Chapman et al. , 2008). As a consequence, many heads and principals are actively restructuring, realigning and redesigning leadership practice in their school (Harris, 2008). While the terminology to describe such changes varies, the core principle is one of extending or sharing leadership practice. While scholars have long argued for the need to move beyond those at the top of organizations in order to examine leadership (Barnard, 1968; Katz and Kahn, 1966) until relatively recently, much of the school leadership literature has tended tofocusupontheheadortheprincipal.

The System Worked by Daniel W. Drezner Pdf

International institutions, from the International Monetary Fund to the International Olympic Committee, are perceived as bastions of sclerotic mediocrity at best and outright corruption at worst, and this perception is generally not far off the mark. In the wake of the 2008 financial crash, Daniel W. Drezner, like so many others, looked at the smoking ruins of the global economy and wondered why global economic governance structure had failed so spectacularly, and what could be done to reform them in the future. But then a funny thing happened. As he surveyed their actions in the wake of the crash, he realized that the evidence pointed to the exact opposite conclusion: global economic governance had succeeded. In The System Worked, Drezner, a renowned political scientist and international relations expert, contends that despite the massive scale and reverberations of this latest crisis (larger, arguably, than those that precipitated the Great Depression), the global economy has bounced back remarkably well. Examining the major resuscitation efforts by the G-20 IMF, WTO, and other institutions, he shows that, thanks to the efforts of central bankers and other policymakers, the international response was sufficiently coordinated to prevent the crisis from becoming a full-fledged depression. Yet the narrative about the failure of multilateral economic institutions persists, both because the Great Recession affected powerful nations whose governments managed their own economies poorly, and because the most influential policy analysts who write the books and articles on the crisis hail from those nations. Nevertheless, Drezner argues, while it's true that the global economy is still fragile, these institutions survived the "stress test" of the financial crisis, and may have even become more resilient and valuable in the process. Bucking the conventional wisdom about the new "G-Zero World," Drezner rehabilitates the image of the much-maligned international institutions and demolishes some of the most dangerous myths about the financial crisis. The System Worked is a vital contribution to our understanding of an area where the stakes could not be higher.
