Nearly fifty' years ago it was shown that the system which dealt so swiftly with the infant, dealt as cruelly, though more slowly, with the child, and dealt perhaps most hardly of all with the mother. Year by year this buried, forgotten evidence is re-inforced; but though its lessons are retaught, they seem never to be learnt. Facts and warnings abound; but in the obscurity of the past the facts do not illuminate, and the warnings have no terrors. My purpose is to rescue from the past its array of facts and its store of warnings that, added to the facts and warnings of to-day, they may satisfy our capacity for inquiry and demonstrate our readiness for action. It is true that the Inter-Departmental Committee on Physical Deterioration considered additional action to be necessary "in order to arrive at some conclusion " as to the connection between infantile mortality and the employment of mothers. The Committee admit that "the connection between infant mortality and bad or insufficient feeding... is no doubt established" yet they seem to have missed the connection between bad and insufficient feeding and the employment of mothers. I do not propose to examine the many issues raised by the industrial employment of mothers--unemployment, sweating, general influence upon wages, loss of national health, the destruction of home life with its consequences for husband and children. In this book Marjaana Niemi examines the impact of different political aims and pressures on 'scientific' health policies through the analysis of public health programmes in two case studies, one in Birmingham and the other in Gothenburg. By examining early twentieth-century campaigns concerned with infant welfare and the prevention of tuberculosis, the book provides illuminating insights into the relationship between public health and the regulation of urban life. Not only does the book analyse the processes whereby different political aims became embedded in these 'apolitical' health campaigns, but it also highlights the important part that the campaigns played in urban politics and governance. The political aims which public health campaigns advanced are explored by comparing health policies in Britain and Sweden, where officials were part of one public health community, enjoying close links, attending the same conferences and contributing to the same journals. The problems they dealt with were often similar and in both countries health authorities claimed scientific grounds for their programmes. Yet the policies they pursued were often strikingly different. The Lancashire cotton industry doubtless counts among the most thoroughly researched industries in Britain. Cotton processing has attracted attention both as the pioneer of industrialization and the harbinger of industrial decline, in many ways typifying the development of the British economy from unchallenged global leader to the demise of large sectors of its manufacturing industry. Yet among the spate of book and articles published about the industry, there is a conspicuous lacuna. Gender, though rarely addressed specifically, permeates the industry's historiography nonetheless. This study tackles head-on the notion of gender within the cotton industry during the period 1880-1914, not so much to trace its effects on the industry itself, but instead concentrating on the ways gender radicalized particularly the female workers in the Lancashire mills. In so doing, it promotes the view that it was women weavers' experience of the way in which gender inequality in the labour process clashed with varying degrees of inequality in the other spheres of their lives that caused many of them to organize for the franchise. Their experience of equality in the labour process both sensitized them to inequality elsewhere and empowered them to fight against it by showing it to be a product of society rather than nature. 'Drawing on the examples provided by disenfranchized working-class men and middle-class women alike, they accounted for inequality in terms of their exclusion from the polity. In the process of holding their own against male co-workers, supervisory staff, employers, labour activists, politicians, and even many middle-class women, they evolved their own version of working-class femininity, which differed in important ways from the female domesticity that had a vibrant existence in labour rhetoric, but rarely beyond.
