NASA's Human Exploration and Development of Space (HEDS) program within the Office of Space Flight has proposed a new framework for space technology and systems developmentâ€"Advanced Systems, Technology, Research, and Analysis (ASTRA) for future space flight capabilities. To assist in the development of this framework, NASA asked the National Research Council to convene a series of workshops on technology policy issues concerning the relationship of the various stakeholders in advancing human and robotic exploration and development of space. The first workshop, which is the topic of this report, focused on policy issues about the development and demonstration of space technologies. Ever since the completion of the Apollo program, there has been a lack of consensus about the future of human spaceflight. The Columbia tragedy in February 2003 rekindled public debate about this question. In November 2003, the Space Studies Board and the Aeronautics and Space Engineering Board organized a workshop to explore aspects of the question, what should be the principal purpose, goals, and priorities of the U.S. civil space program? This report presents a factual summary of that workshop, which identified past lessons learned and guiding principles for the future of the civil space program. Seven broad themes emerged from the workshop, and these themes are highlighted in the report. The report also presents discussions of strategies for the human spaceflight program and guiding principles of and boundary conditions for a 21st century space policy.

Numerous countries and regions now have very active space programs, and the number is increasing. These maturing capabilities around the world create a plethora of potential partners for cooperative space endeavors, while at the same time heightening competitiveness in the international space arena. This book summarizes a public workshop held in November 2008 for the purpose of reviewing past and present cooperation, coordination, and competition mechanisms for space and Earth science research and space exploration; identifying significant lessons learned; and discussing how those lessons could best be applied in the future, particularly in the areas of cooperation and collaboration. Presentations and initial discussion focused on past and present experiences in international cooperation and competition to identify "lessons learned." Those lessons learned were then used as the starting point for subsequent discussions on the most effective ways for structuring future cooperation or coordination in space and Earth science research and space exploration. The goal of the workshop was not to develop a specific model for future cooperation or coordination, but rather to explore the advantages and disadvantages of various approaches and stimulate further deliberation on this important topic.

On December 2-3, 2014, the Space Studies Board and the Board on Science Education of the National Research Council held a workshop on the NASA Science Mission Directorate (SMD) education program - "Sharing the Adventure with the Student." The workshop brought together representatives of the space science and science education communities to discuss maximizing the effectiveness of the transfer of knowledge from the scientists supported by NASA's SMD to K-12 students directly and to teachers and informal educators. The workshop focused not only on the effectiveness of recent models for transferring science content and scientific practices to students, but also served as a venue for dialogue between education specialists, education staff from NASA and other agencies, space scientists and engineers, and science content generators. Workshop participants reviewed case studies of scientists or engineers who were able to successfully translate their research results and research experiences into formal and informal student science learning. Education specialists shared how science can be translated to education materials and directly to students, and teachers shared their experiences of space science in their classrooms. Sharing the Adventure with the Student is the summary of the presentation and discussions of the workshop.

In January 2004, President Bush announced a new space policy directed at human and robotic exploration of space. The National Academies released a report at the same time that independently addressed many of the issues contained in the new policy. In June, the President's Commission on Implementation of United States Space Exploration Policy issued a report recommending that NASA ask the National Research Council (NRC) to reevaluate space science priorities to take advantage of the exploration vision. Congress also directed the NRC to conduct a thorough review of the science NASA is proposing to undertake within the initiative. This report provides an initial response to those requests. It presents guiding principles for selecting science missions that enhance and support the exploration program. The report also presents findings and recommendations to help guide NASA's space exploration strategic planning activity. Separate NRC reviews will be carried out of strategic roadmaps that NASA is developing to implement the policy.

"Cognition in Space Workshop I: Metrics and Models" was the first in a series of workshops sponsored by NASA to develop an integrated research and development plan supporting human cognition in space exploration. The workshop was held in Chandler, Arizona, October 25-27, 2004. The participants represented academia, government agencies, and medical centers. This workshop addressed the following goal of the NASA Human System Integration Program for Exploration: to develop a program to manage risks due to human performance and human error, specifically ones tied to cognition. Risks range from catastrophic error to degradation of efficiency and failure to accomplish mission goals. Cognition itself includes memory, decision making, initiation of motor responses, sensation, and perception. Four subgoals were also defined at the workshop as follows: (1) NASA needs to develop a human-centered design process that incorporates standards for human cognition, human performance, and assessment of human interfaces; (2) NASA needs to identify and assess factors that increase risks associated with cognition; (3) NASA needs to predict risks associated with cognition; and (4) NASA needs to mitigate risk, both prior to actual missions and in real time.
