Unlocking The Human Potential For Public Sector Performance World Public Sector Report 2005 by United Nations Pdf

The conditions of globalization, including economic integration, fiscal discipline, introduction of information communications technologies and democratic governance, have increasingly forced states to redefine their role in public management and to reform the public administration system. However, there is growing realization among decision makers that policy and institutional reform per se will not be sufficient to revitalize the public sector. Major strengthening of the knowledge, skills, values, attitudes and leadership abilities of human capital is also needed to transform the public sector, particularly in developing countries and countries with economies in transition. This year's report is expected to contribute to global and national debates on this topic.--Publisher's description.

World Public Sector Report 2015 by United Nations Department of Economic and Social Affairs Pdf

This publication is based on highlights of the discussion held during the 12th Session of the UN Committee of Experts on Public Administration (CEPA), in 2013, on “The Role of Responsive and Accountable Public Governance in achieving the MDGs and the Post-2015 Development Agenda,” which observed that responsive and accountable governance, including effective, responsive and accountable public administration, is key in accelerating the progress on the MDGs and in the implementation of the post-2015 development agenda. It also encompasses research and analysis of the United Nations Public Administration Country Studies (UNPACS) on themes such as codes of conduct, citizen engagement (in terms of its oversight role), ICTs in the work of e-government, and citizen engagement for public policy definition and development management planning.

World Public Sector Report 2019 by United Nations Publications Pdf

The 2030 Agenda and the Sustainable Development Goals (SDGs) prominently feature institutions, both as a cross-cutting issue in many of the goals and as a standalone goal (SDG 16). The World Public Sector Report 2019 looks at national-level developments in relation to several concepts highlighted in the targets of Goal 16, which are viewed as institutional principles: access to information, transparency, accountability, anti-corruption, inclusiveness of decision-making processes, and non-discrimination. The report surveys global trends in these areas, documenting both the availability of information on those trends and the status of knowledge about the effectiveness of related policies and institutional arrangements in different national contexts. It also demonstrates how the institutional principles of SDG 16 have been informing the development of institutions in various areas, including gender equality and women's empowerment (SDG 5). The report further examines two critical instruments that can support effective public institutions and public administration for the SDGs, namely national budget processes and risk management. The World Public Sector Report 2019 aims to inform the first review of SDG 16 at the United Nations high-level political forum on sustainable development in July 2019, and to contribute to future efforts to monitor progress on SDG 16. By reviewing key challenges and opportunities for public institutions in the context of the implementation of the 2030 Agenda at the national level, the report also aims to inform efforts by all countries to create effective institutions to deliver the Sustainable Development Goals.

The Inequality Predicament by United Nations. Department of Economic and Social Affairs Pdf

Eighty per cent of the world's gross domestic product belongs to the 1 billion people living in the developed world; the remaining 20 per cent is shared by the 5 billion people living in developing countries. Failure to address this inequality predicament will ensure that social justice and better living conditions for all people remain elusive, and that communities, countries and regions remain vulnerable to social, political and economic upheaval. This report traces trends and patterns in economic and non-economic aspects of inequality and examines their causes and consequences. It focuses on the traditional aspects of inequality, such as the distribution of income and wealth, as well as inequalities in health, education, and opportunities for social and political participation. The report also analyses the impact of structural adjustment, market reforms, globalization and privatization on economic and social indicators. The Report identifies four areas of particular importance. First, worldwide asymmetries deriving from globalization need to be redressed. Second, the goal of reducing inequality must be explicitly incorporated in policies and programmes aimed at poverty reduction. Third, priority must be given to expanding and improving opportunities for employment. Finally, social integration and cohesion must be promoted as key to development, peace and security.

Managing Conflict of Interest in the Public Sector by Howard Whitton Pdf

Conflicts of interest in both the public and private sectors have become a major matter of public concern world-wide. The OECD Guidelines define a conflict of interest as occurring when a public official has private-capacity interests which could improperly influence the performance of their official duties and responsibilities. However, identifying a specific conflict of interest in practice can be difficult. And resolving the conflicting interests appropriately in a particular case is something that most people find even more challenging. The Toolkit focuses on specific techniques, resources and strategies for: Identifying, managing and preventing conflict-of-interest situations more effectively; and Increasing integrity in official decision-making, which might be compromised by a conflict of interest. This Toolkit provides non-technical, practical help to enable officials to recognise problematic situations and help them to ensure that integrity and reputation are not compromised. The tools themselves are provided in generic form. They are based on examples of sound conflict-of-interest policy and practice drawn from various OECD member and non-member countries. They have been designed for adaptation to suit countries with different legal and administrative systems.
