Cet ouvrage retrace l'histoire du Sud depuis la seconde guerre mondiale. Il analyse les expériences de modernisation économique et politique avec les projets de construction de l'Etat moderne et de développement économique dans les pays du Sud. Ces expériences ont atteint leurs limites dans les années 80 avec l'adoption dans la plupart des pays sous-développés des programmes d'ajustement structurel. Or, ces programmes, inspirés par le " consensus de Washington ", n'ont pas réussi à initier de nouvelles dynamiques de croissance dans ces pays ni à améliorer leur insertion internationale. S'ouvre alors depuis le milieu des années 90 une nouvelle période que l'auteur qualifie de post-ajustement caractérisé par un déclin des programmes d'ajustement, même si des institutions comme la Banque mondiale ou le FMI s'y agrippent désespérément, et par une recherche dynamique et plurielle afin de fonder de nouvelles pratiques théoriques et stratégies de développement. Cet ouvrage constitue une contribution à ce débat.
