America's Water and Wastewater Crisis by Lewis D. Solomon Pdf

This book examines the role of private firms in the American water and wastewater industry. As more water infrastructure shifts from public- to private-sector control, vendors, consultants, and facilities are taking on more importance. Lewis D. Solomon presents an historical overview of water supply and treatment needs and the role of the government, including how water policy has been crafted. He argues that water scarcity is becoming a problem due to groundwater depletion, contamination, and patterns of consumption. He examines the impact of climate change on water availability and quality considering voluntary conservation programs and mandatory restrictions for water use. Solomon points to how for-profit firms can use technology to increase water supply. He describes what privatization would look like in practice and reviews evidence from two case studies. Solomon proposes privatization as a viable response to America's water crisis that can address both scarcity and capital problems. America's Water and Wastewater Crisis presents a careful examination of how the water industry has operated in the United States in the past and how it may work as we move into the future. This book is invaluable to environmental specialists, businessmen, and government officials.

Precious Commodity by Martin V. Melosi Pdf

As an essential resource, water has been the object of warfare, political wrangling, and individual and corporate abuse. It has also become an object of commodification, with multinational corporations vying for water supply contracts in many countries. In Precious Commodity, Martin V. Melosi examines water resources in the United States and addresses whether access to water is an inalienable right of citizens, and if government is responsible for its distribution as a public good. Melosi provides historical background on the construction, administration, and adaptability of water supply and wastewater systems in urban America. He cites budgetary constraints and the deterioration of existing water infrastructures as factors leading many municipalities to seriously consider the privatization of their water supply. Melosi also views the role of government in the management of, development of, and legal jurisdiction over America’s rivers and waterways for hydroelectric power, flood control, irrigation, and transportation access. Looking to the future, he compares the costs and benefits of public versus private water supply, examining the global movement toward privatization.

The Evolution of Water Resource Planning and Decision Making by Clifford S. Russell,Duane D. Baumann Pdf

This broad review of the development of US water resource policy analysis and practice offers perspectives from several disciplines: law, economics, engineering, ecology and political science. While the historical context provided goes back to the early 19th century, the book concentrates on the past 60 years and features a discussion of the difficulty that has generally been encountered in bringing the disciplines of economics and ecology into collaboration in the water resource context. The book explores the evolution of water related analytical capabilities and institutions and provides illustrations from case studies, concluding with recommendations for research, institutional change and action. Though designed to be a background textbook for interdisciplinary graduate seminars in water resources planning and management, it is accessible to interested lay readers and those who have policymaking or implementation responsibility but lack a technical background. The book will appeal to students and faculty in water policy, economics, and engineering, and in interdisciplinary programs organized around water resource problems and questions. Policy makers and general readers will also appreciate this non-technical introduction.

Confronting the Nation's Water Problems by National Research Council,Division on Earth and Life Studies,Water Science and Technology Board,Committee on Assessment of Water Resources Research Pdf

In order to confront the increasingly severe water problems faced by all parts of the country, the United States needs to make a new commitment to research on water resources. A new mechanism is needed to coordinate water research currently fragmented among nearly 20 federal agencies. Given the competition for water among farmers, communities, aquatic ecosystems and other users-as well as emerging challenges such as climate change and the threat of waterborne diseases-Confronting the Nation's Water Problems concludes that an additional $70 million in federal funding should go annually to water research. Funding should go specifically to the areas of water demand and use, water supply augmentation, and other institutional research topics. The book notes that overall federal funding for water research has been stagnant in real terms for the past 30 years and that the portion dedicated to research on water use and social science topics has declined considerably.
