Excerpt from A History of the Convocation of the Church of England From the Earliest Period to the Year 1742 Since the previous edition of this work was published, the Convocation question has excited much more attention than was formerly bestowed upon it. The original Preface, with the exception of a few lines, therefore, is allowed to remain unaltered, inasmuch as it presents a true picture of the indifference which prevailed at that time. The various subjects connected with Convocation have been carefully re-considered by the author for the present edition. Large additions have also been made; some questions, which had not attracted much notice when the former edition was published, are fully discussed; and it is believed that the work embraces all important matters connected with the history, the proceedings, and the constitution of Convocation. My most sincere thanks are due to his Grace the Lord Archbishop of Canterbury for his kind and ready permission to examine the Mss. at Lambeth, of which considerable use has been made in this volume; also to the Vicar-general, Travers Twiss, Esq., D.C.L., for his kindness in giving me free access to the books of Convocation. To the Very Rev. the Dean of Christ Church my thanks are due for allowing me to inspect the Wake Mss. in his custody in Oxford, though I did not find it necessary to ask permission to make extracts; as considerable portions of the volumes, referring to the proceedings of Convocation, are transcripts from the books at Lambeth. This book challenges the idea that the loss of pre-publication licensing in 1695 unleashed a free press on an unsuspecting political class, setting England on the path to modernity. England did not move from a position of complete control of the press to one of complete freedom. Instead, it moved from pre-publication censorship to post-publication restraint. Political and religious authorities and their agents continued to shape and manipulate information. Authors, printers, publishers and book agents were continually harassed. The book trade reacted by practicing self-censorship. At times of political calm, government and the book trade colluded in a policy of policing rather than punishment. The Restraint of the Press in England problematizes the notion of the birth of modernity, a moment claimed by many prominent scholars to have taken place at the transition from the seventeenth into the eighteenth century. What emerges from this study is not a steady move to liberalism, democracy or modernity. Rather, after 1695, England was a religious and politically fractured society, in which ideas of the sovereignty of the people and the power of public opinion were being established and argued about.

The values and institutions of the Christian Church remained massively dominant in early modern English society and culture, but its theology, liturgy and unity were increasingly disputed. The period was overall one of institutional conformity and individual diversity: the centrality of Christian religion was universally acknowledged; yet the nature of religion and of religious observance in England changed dramatically during the Reformation, Renaissance, and Restoration. Further, because English culture was still biblical and English society was still religious, the state involved itself in ecclesiastical matters to an extraordinary extent. Successive political and ecclesiastical administrations were committed to helping each other, but their attempts to mould religious beliefs and customs were effectively attempts to modify English culture. Church and state were complementary, yet because they were ultimately distinct estates, they could work only, at best, uneasily in partnership with each other. Cultural output is thus an ideal lens for examining this period of tension in the church, state and society of England. The case studies contained in this volume examine the intersection of politics, religion and society over the entire early modern period, through distinct examples of cultural texts produced and cultural practices followed.
