This book explores today’s changing intellectual climate, wherein understanding politics at different levels from global to local is considered mandatory in order to appraise the outcome of nature conservation interventions. By carefully examining two such processes – the ban on shahtoosh trade and the ‘National Afforestation Programme’ in the Indian state of Jammu and Kashmir, the book reveals how these processes are influenced by politics at different levels – from their introduction at the macro-level to their implementation at the micro-level – and in turn become coloured by the agendas and interests of the various stakeholders involved. Throughout the book, one priority is to give a voice to the poor resource-users who have been traditionally dependent on wildlife and forest resources for mere subsistence. Yet, these same people are who bear the brunt of nature conservation costs, rather than those actors who are responsible for the most serious violations in pursuit of greater profits. Contemporary Environmental Sociology is chiefly characterised by its focus on power relations in resource conservation and management. In ‘political ecology’ literature, too – especially after recognising the paradoxes and limitations of approaches such as ‘sustainable development’, ‘sustainable livelihoods’ and ‘community based natural resource management’ – there is a growing concern for critical analyses of multi-level politics in connection with nature conservation. The purpose of the book is not to challenge the gravity of environmental concerns, but to question the dominance of conservation interests over the subsistence needs of local communities, and to strike a balance between environmental and social justice. It argues that, unless and until more just accountability for the affected populations is ensured, conservation policies are unlikely to meet the goals of sustainable resource management. Originally published in 2004. In a radical breakaway from colonial and postcolonial policies that were based on centralized and revenue-orientated control of forests, the government of India announced the Joint Forest Management (JFM) policy resolution in 1990. JFM promised important managerial concessions, including share in cash profit from the timber harvest to forest citizens, in exchange for management of state-owned forests. The government also asked the Forest Departments to invite village councils and NGOs to take part in the joint forest management schemes. Over a decade since its inception this volume examines the JFM, highlighting how state bureaucracy, local institutions and NGOs attempt to achieve the multiple goals of meeting subsistence needs, rural equity, sustainable forestry practices, and forest cover conservation. Investigating four institutions - village-based forest protection groups, the Forest Department, village councils, and NGOs - across the States of Jharkhand and West Bengal, the book focuses on forest citizens and how they interact with other JFM institutions. In doing so, it challenges notions of assumed virtues of moral economy and romanticized views of gender and indigenous knowledge and practices. The monograph also raises issues of social capital (local history, politics and leadership), common property resource (CPR) management and incentives for participation. While pointing out various inconsistencies that exist in the participatory forest framework, the book also shows the potential of JFM and suggests future directions forest management should take in India and elsewhere.

In Kumaon in northern India, villagers set hundreds of forest fires in the early 1920s, protesting the colonial British state's regulations to protect the environment. Yet by the 1990s, they had begun to conserve their forests carefully. In his innovative historical and political study, Arun Agrawal analyzes this striking transformation. He describes and explains the emergence of environmental identities and changes in state-locality relations and shows how the two are related. In so doing, he demonstrates that scholarship on common property, political ecology, and feminist environmentalism can be combined--in an approach he calls environmentality--to better understand changes in conservation efforts. Such an understanding is relevant far beyond Kumaon: local populations in more than fifty countries are engaged in similar efforts to protect their environmental resources. Agrawal brings environment and development studies, new institutional economics, and Foucauldian theories of power and subjectivity to bear on his ethnographical and historical research. He visited nearly forty villages in Kumaon, where he assessed the state of village forests, interviewed hundreds of Kumaonis, and examined local records. Drawing on his extensive fieldwork and archival research, he shows how decentralization strategies change relations between states and localities, community decision makers and common residents, and individuals and the environment.
