Excerpt from A Survey of Education in the Province of Saskatchewan, Canada: A Report to the Government to the Government of Saskatchewan The present educational survey of the Province is a natural result of this deep undercurrent of public sentiment, which first found expres sion at the hands of thoughtful educationists and' other leaders in the form of public propaganda through the press and on the rostrum. It is needless to go into details. Suffice it, that the first definite step leading to the present study was taken on June 22, 1915, when the Hon. Walter Scott, Premier and Minister of Education, made hi epochal address on the pending Bill respecting Schools. The Speaker emphasised, in the course of his pronouncement, that the time was rapidly approaching, if it were not already here, when the system itself should be radically changed, with the purpose of procuring for the children of Saskatchewan a better education and an education of greater service and utility to meet the conditions of the chief industry in the Province, which is agriculture. The Premier's address met with approval from Hon. W. B. Willoughby, k.c., the leader of the Opposition, who further expressed a conviction that the school system must be absolutely and entirely divorced from all politics and separated from all party influence. He further pledged the support of his party in such changes as those proposed by the Premier, indorsing the idea that it is a, matter in which the whole body of citizens in the Province should unite so that the real needs would be rendered evident and adequate reforms could be secured. In fact, Saskatchewan students now pay significantly higher tuition and fees than do most students in the U. S. The average tuition and other fees at public four-year universities in the United States this year are shown in Table 2. The average tuition and additional compulsory fees at Saskatchewan's three universities, $5,526, are higher than tuition and fees in three of the six regions in the U. [...] Tuition and fees in each of the various colleges/faculties at U of S and U of R are shown in Table 3. Tuition fees in Dentistry at the U of S are the highest in Canada. [...] Revenue for capital projects at the U of S has increased at an average rate of 60% in each of the years from 1999-00 to 2003-04, amounting to a total of $45.8 million in 2003-04, according to the annual U of S financial statements. [...] The majority of this funding comes from the province, though the construction of the CLS synchrotron at the U of S has resulted in large increases in federal contributions. [...] Thus, while total provincial funding for universities has increased over the past decade more in Saskatchewan than in other provinces, a significant portion of the increase in the past five years has been for research and capital expenses, and not for the operation of educational programs at the universities.

At the dawn of the last century a shift in direction emerged among education policy-makers in Saskatchewan. Prior to 1905, the territories that would become Saskatchewan and Alberta maintained a school system largely modelled after Ontario's British-inspired system. Between 1905 and 1937 however, the shared geography and culture of the continental plains that span the border between the United States and Canada became the primary influence on education in the Canadian prairies. In Border Crossings, Kerry Alcorn examines Saskatchewan's embrace of the culture of farmer revolt and populist and progressive democratic thought that originated south of the border. He argues that as a consequence Saskatchewan education developed in resistance to eastern Canadian forms, with education policy makers - some brought in from the United States - consciously looking to their southern neighbours for direction in developing educational models. Alcorn's detailed portrait of University of Saskatchewan president Walter C. Murray and his "Wisconsin Idea," further highlight the influence of the north-south axis. A challenge to standard histories of Canadian education, Border Crossings encapsulates the development of the meaning, practice, and language of Saskatchewan education in the early twentieth century.
