The second part of the "Seismicity of the European Area" contains further results of the survey of European seismicity, performed during the period 1959 -1967. It was intended to publish the second part with the shortest possible delay. The first part appeared in 1968 when the manuscript of the second part was handed over to the publisher. Most of the technological developments relevant to water supply and wastewater date back to more than to five thousand years ago. These developments were driven by the necessity to make efficient use of natural resources, to make civilizations more resistant to destructive natural elements, and to improve the standards of life, both at public and private level. With the condition that most surface of the original fragments of the Buddha statues were lost due to acts of deliberate destruction, this publication explores a reference point for conservation practitioners and policy makers around the world as they consider how to respond to on-going acts of destruction of cultural heritage. In 1998 Armenia was commemorating the tenth anniversary of the catastrophic Spitak earthquake. The Second International Conference on "Earthquake Hazard and Seismic Risk Reduction" sponsored by the Government of the Republic of Armenia and United Nation's International Decade for Natural Disaster Reduction (UN/IDNDR) was held in dedication to that event between 14-21 September (later referred to as Yerevan Conference). The Yerevan Conference has been organized by the National Survey for Seismic Protection (NSSP) of the Republic of Armenia. All level's decision-makers (from the ministers to the local authorities), politicians, scientists, leaders of the executive and legislative powers, psychologists, leading businessmen, representatives from the private sector and the media as well as from the International Organizations have been invited by the Armenian NSSP to take part in joint discussion of the Seismic Risk Reduction Problem for the first time in the history of such forums. Armenian NSSP's such initiative has been triggered by the experience of the Spitak earthquake and other disasters. They showed that it will be possible to reduce the risks, posed by the natural disaster, only through the common efforts of all the community in co-operation with the International institutions.

The current state-of-the-art allows seismologists to give statistical estimates of the probability of a large earthquake striking a given region, identifying the areas in which the seismic hazard is the highest. However, the usefulness of these estimates is limited, without information about local subsoil conditions and the vulnerability of buildings. Identifying the sites where a local ampli?cation of seismic shaking will occur, and identifying the buildings that will be the weakest under the seismic shaking is the only strategy that allows effective defence against earthquake damage at an affordable cost, by applying selective reinforcement only to the structures that need it. Unfortunately, too often the Earth’s surface acted as a divide between seism- ogists and engineers. Now it is becoming clear that the building behaviour largely depends on the seismic input and the buildings on their turn act as seismic sources, in an intricate interplay that non-linear phenomena make even more complex. These phenomena are often the cause of observed damage enhancement during past ear- quakes. While research may pursue complex models to fully understand soil dyn- ics under seismic loading, we need, at the same time, simple models valid on average, whose results can be easily transferred to end users without prohibitive expenditure. Very complex models require a large amount of data that can only be obtained at a very high cost or may be impossible to get at all.
