Afghanistan Security by Charles Michael Johnson Pdf

Since 2002, the U.S. has worked to develop the Afghan National Security Forces (ANSF). The U.S. Dept. of Defense, through its Combined Security Transition Command-Afghanistan, directs U.S. efforts to develop the Afghan National Army (ANA) and, in conjunction with the Dept. of State, the Afghan National Police (ANP). To follow up on recommendations from a 2005 report on the ANSF, this report analyzed the extent to which U.S. plans for the ANSF contain criteria that was previously recommended. The author also examined progress made and challenges faced in developing the ANA and ANP. Includes recommendations. Charts and tables.

Reconstructing the Afghan National Defense and Security Forces: Lessons from the U.S. Experience in Afghanistan by Special Inspector for Afghanistan Reconstruction (U.S.),Special Inspector General for Afghanista Pdf

This publication is the second in a series of lessons learned reports which examine how the U.S. government and Departments of Defense, State, and Justice carried out reconstruction programs in Afghanistan. In particular, the report analyzes security sector assistance (SSA) programs to create, train and advise the Afghan National Defense and Security Forces (ANDSF) between 2002 and 2016. This publication concludes that the effort to train the ANDSF needs to continue, and provides recommendations for the SSA programs to be improved, based on lessons learned from careful analysis of real reconstruction situations in Afghanistan. The publication states that the United States was never prepared to help create Afghan police and military forces capable of protecting that country from internal and external threats. It is the hope of the Special Inspector General for Afghanistan Reconstruction (SIGAR), John F. Sopko, that this publication, and other SIGAR reports will create a body of work that can help provide reasonable solutions to help United States agencies and military forces improve reconstruction efforts in Afghanistan. Afghan National Security Forces by John F. Sopko Pdf

Since 2005, Congress has appropriated almost $53 billion for the Afghanistan Security Forces Fund to train, equip, and sustain the Afghan National Security Forces (ANSF). The process of transferring security responsibility to the Afghans is expected to be completed by the end of 2014, which will coincide with the completion of the current drawdown of U.S. and coalition forces. This audit report assessed the extent to which (1) the International Security Assistance Force's (ISAF's) tool for evaluating the manning, training, and equipping capacity of the ANSF -- the Commander's Unit Assessment Tool (CUAT) -- was consistently applied to assess ANSF units; and (2) ISAF is taking steps to plan for the continued collection, validation, analysis, and reporting of ANSF capacity assessments during the military drawdown and the transition of security responsibility to the Afghan government. Figures. This is a print on demand report.

Afghanistan Security by Charles Michael Johnson Pdf

The DoD with the Dept. of State (State), directs international efforts to train and equip Afghan National Security Forces (ANSF). As part of these efforts, the U.S. Army Security Assistance Command and the Navy spent about $120 million to procure small arms and light weapons for ANSF. International donors also provided weapons. This report analyzed whether DoD can account for these weapons and ensure ANSF can safeguard and account for them. The author reviewed Defense and State documents on accountability procedures, reviewed contractor reports on ANSF training, met with U.S. and Afghan officials, observed accountability practices, analyzed inventory records, and attempted to locate a random sample of weapons.

Afghanistan Security: Corrective Actions are Needed to Address Accountability Concerns about Weapons Provided to Afghan National Security Forces by Charles M. Johnson Pdf

This testimony discusses a report on accountability for small arms and light weapons that the U.S. has obtained and provided or intends to provide to the Afghan National Security Forces (ANSF) -- the Afghan National Army and the Afghan National Police. Given the unstable security conditions in Afghanistan, the risk of loss and theft of these weapons is significant, which makes this hearing particularly timely. This testimony focuses on: (1) the types and quantities of weapons the DoD has obtained for ANSF; (2) whether DoD can account for the weapons it obtained for ANSF; and (3) the extent to which ANSF can properly safeguard and account for its weapons and other sensitive equipment.
