This book shows the many facets of African engagements with the world. It starts from the premise that current global asymmetries ascribing Africa to a marginalized position are the effects of colonial and imperial pasts still lingering on. The decolonization process of the post-war structure which privileges the West in both political and economic terms. While new dependencies emerged, several old bonds were maintained and continue to influence African affairs quite strikingly. It is appropriate, then, to call these continued unequal relations between Africa and the West frankly 'neo-colonial'. This designation applies all the more as the post-colonial states of Africa inherited a complex legacy of foreign rule – colonial frontiers, colonial languages, colonial infrastructure and authoritarian institutions, as well as the social intricacies and imbalances so characteristic of the 'colonial situation'. A crime attributable to the Euro-Americans. Two nations laid the foundation of what later became the Trans-Atlantic slave trade. These were Portugal and Spain.The voyage of discovery reached Black Africa in 1445, when Dinis Dias and Lanzarote de Freitas anchored their fleets at the mouth of the Senegal River, and reconnoitered some of the Cape Verde islands. The remaining parts of the Archipelago was discovered jointly by the Venetian Alvise de Cadamosto (1430-1480), Antonio Uso Mare from Genoa. There were no further discoveries until the death of Henry the Navigator in 1460. As at this period the local chiefs were already into the lucrative slave trade. Pedro de Cintas in 1462 discovered the coasts of Guinea, the Bissagos Islands, Sierra Leone and Liberia. Fernando Po and Lopez Gonzalves navigated Fernando Po and Sao Tome Islands. Vasco Da Gama came on stage between 1460-1524, got through Cape Verde and rounded the Cape of Good Hope (20th march 1499). Thus, the routes to the Indies were opened. Diego Dias took another flank, reaching Madagascar (1500), Ascension Island (1501) and Islands of St. Helena (1502). With these breath-taking voyages of discovery it became possible to cross the Atlantic directly without passing through the harsh West African Coast. The Mediterranean had always been the centre of attraction. It united North Africa and Europe. When it fell into the hands of Islam, Europe, particularly Portugal and Spain sought for alternative routes. Islam could not match the Christian nations in the mastery of the sea in quest of economic prosperity. It therefore took the Portuguese nearly 100 years (1415-1498) to reconnoiter the precise circumference of Africa. In this way trans-Atlantic trade replaced Trans Saharan trade. Reason being that on the other side of the Atlantic, Christopher Columbus had in 1492 set foot on the new world. Lands that prove very suitable for sugar, cotton, tobacco, and indigo plantations.

The fact that 50% of the world's currently impoverished is African is a calculated result of European and American neocolonialism in Africa, a concept Dr. Walter Rodney could only began to analyze. What he did thoroughly recognize is that "in order to understand present economic conditions in Africa, one needs to know why it is that Africa has realized so little of its natural potential, and one also needs to know why so much of its present wealth goes to non-Africans who reside for the most part outside of the continent." I wrote this book for two reasons. One, Walter Rodney's How Europe Underdeveloped Africa is arguably the most brilliant and influential book I've personally ever read. As a social studies teacher, I can't teach a world history, economics, or global issues lesson without somehow referring to it. Same thing goes for many of the books I've written. However, with all due respect to Dr. Rodney who himself even realized that "ideally an analysis of underdevelopment should come even closer to the present than the end of the colonial period in the 1960s. The phenomenon of neo-colonialism cries out for extensive investigation in order to formulate the strategy and tactics of African emancipation and development. [How Europe Underdeveloped Africa] does not go that far," but How Europe and America Are Still Underdeveloping Africa does. Moreover, several current issues related to neocolonial underdevelopment in Africa, which are again beyond the scope of Rodney's original volume, need special emphasis, such as the tyrannical role of the International Monetary Fund and its Structural Adjustment Policies, the assassinations of several socialist African leaders like Muammar Gaddafi, water privatization, the external debt crisis, global warming, environmental racism, the scramble for African oil, genetically modified food with "Terminator" technology, land grabbing for agrofuel production and export, AFRICOM, endemic African-on-African violence, joblessness, food insecurity and imported food dependency, father hunger, endemic HIV/AIDS, toxic waste colonialism, and hazardous drug trials led by and for the principal benefit of Western pharmaceutical companies. Two, is the impact of the image of Africa accepted by African-Americans on our collective self-concept. The image of Africa internalized by African-Americans largely determines our self-concept and self-confidence, and if that image is egregiously negative, then we, especially African-Americans, should have access to the true reasons why this image exists. The situations that this negativity is based on are often blamed on corrupt, rapacious, immoral African leaders and the haplessly apathetic African masses, with little if any mention of the fact that European and American governments and multinational corporations are still intentionally underdeveloping Africa.

The discussion was mainly based on four articles followed by five questions that were given as a guideline for the seminar. The following articles have been used: "Dukes earls, and ersatz Edens: aristocratic nature preservations in colonial Africa" by Neumann, "Third World tourism as neo-colonialism" by Pleumarom, "There's no such thing as ecotourism" by Rufus and "Mainstreaming holiday sex and the neo-colonial attitude" by Michel. The first four questions discussed the notion of colonialism as reflected in the work of the Society for the Preservation of the Fauna of the Empire. The fifth question was to critically evaluate that colonialism is not dead, relying on the last three articles mentioned above that concerned the work of corporate tourism industry. The intention was to demonstrate that colonialism as understood in past terms is no longer existent, yet it developed new forms of oppressions that are skilfully camouflaged in the actions of corporate tourism companies based in developed countries that control most of the tourism industry in the undeveloped world. The attitude of the visitors towards the visited is reflected in the complex 'master-servant relations' that are discussed in the second part on the example of Green tourism and sex tourism.
