Business has been largely prostrated ; and some branches of productive industry paralyzed: multitudes of working men have been unable to find employment by means of which to support themselves, and those dependent upon them. A long roll of shattered fortunes and bankrupt estates add the finishing stroke to the otherwise sad and gloomy picture. We naturally inquire what is the cause? To my mind government is largely at fault. The men who controlled the national councils, and framed our laws from 1861 to 1867 inclusive, departed from a fundamental principle of political economy. They legislated more in the interests of monopoly than with an eye single to the public good, thereby largely augmenting and prolonging the evils inevitably resulting from our civil war. Excerpt from The American Commercial Policy: Three Historical Essays The student of the great question of international trade cannot but be struck by the strange contrast between economic science and the actual state of things: on the one hand, science, which during the whole of this century has been endeavouring to perfect and complete the doctrines of Adam Smith and Ricardo, and which has built up a theory of international trade, esteemed one of its greatest triumphs, proclaiming harmony and union of human interests; on the other hand, history, which lays before us the sad spectacle of animosities and cruelly persistent struggles. The theory of free-trade is held by economists almost as a dogma of faith; history shows us in reality the mercantile policy and the colonial system of past centuries, and the protectionist policy so widely diffused at the present day. This divergency is rendered still more serious by the fact that the struggle which had been going on for so many years has so far influenced men's minds as to render a just and impartial judgment almost an impossibility; so that while one party holds that any deviation from the strict doctrine of free-trade, or any doubt or qualification, is an error to be condemned as a heresy, the other party maintains that the whole theory of free-trade is merely a Utopia, an abstract idea of absolutely no practical value. The opinions now laid before the reader are presented as corollaries necessarily following from the principles upon which Free Trade itself rests. The writer has also been careful to point out, that from these Opinions no justification can be derived for any proleceifig duty, or other preference given to domestic over foreign industry. Excerpt from The Rise and Decline of the Free Trade Movement His volume consists of the substance of a course which I gave in the Michaelmas Term of 1903; it was planned with the view of presenting to members of the University a dispassionate survey of the main issues involved in the present fiscal controversy. The lectures have been written out from notes which were taken at the time by my daughter, who has also helped me in supplying additional illustrations. Complaint was made by some of my audience that they could not tell which side I took. I fear I do not know for certain what my views might have been in 1783, or 1823 or 1846 I have never specu lated about pre-natal political affinities. As to the impending issue, the case is different. It hardly seems possible that any one, who has been influenced by the political ideas of Sir John Seeley and is true to the economic teaching of Adam Smith, should hesitate. I hope to march with the men who have wisdom to reconsider a decision, honesty to acknow ledge a blunder, and courage to try to retrieve it. The demand for a second edition has given me the opportunity of making a few trifling emendations. I have also added to the volume two lectures which have been already published in pamphlet form. This was consi der'ed, in the first instance, as a somewhat startling proposition, and as one savouring, not of the enlightened doctrines of free trade, but rather of the exploded system of legisla tive restriction and encouragement. The principle, however, was adopted by Mr.' Ricardo, in his valuable Treatise on the Protec tion' of Agriculture, who explained and enforced it with his usual ability. It is now generally admitted that this principle, instead of being Opposed to the doctrine of free trade, is part and parcel of that doctrine, inasmuch as it tends to restate that natural equilibrium between the dif ferent branches of industry, which squill brium taxation occasionally disturbs.
