Between 2005-06 and 2011-12, the Animal Health and Veterinary Laboratories Agency spent £103 million (from the agreed budget of £123 million) on reforming the way it delivers animal health and welfare service. The Business Reform Programme was designed to improve the quality of the Agency's data, upgrade its ICT, standardize and automate its processes, and enable private vets to submit bovine tuberculosis tests online. It is now forecast that the Programme will be completed by 2013-14. The Programme has been strongly managed over the last few years and the Agency has made tangible progress in addressing some key challenges at the same time as achieving cost reductions, £4 million to date. In addition to reducing headcount by 119 full time members of staff, over halfway towards its final forecast of 214, new ICT is enabling staff to share data across offices, helping the Agency to generate better information on costs and performance and helping the Agency work more efficiently. Despite reducing the number of staff tracking the movement of cattle testing positive for bovine TB from 43 to 28, the number of tracings carried out in a year rose by 24 per cent. However, there have been issues with the implementation of the new ICT, and only 11 of the 497 private veterinary practices signed up to submit bovine TB test results online are currently doing so. The final stages of the reform programme are critical for securing the full benefits of the new ICT

The 2018 FAO-OIE-WHO (Tripartite) zoonoses guide, “Taking A Multisectoral, One Health Approach: A Tripartite Guide to Addressing Zoonotic Diseases in Countries” (2018 TZG) is being jointly developed to provide member countries with practical guidance on OH approaches to build national mechanisms for multisectoral coordination, communication, and collaboration to address zoonotic disease threats at the animal-human-environment interface. The 2018 TZG updates and expands on the guidance in the one previous jointly-developed, zoonoses-specific guidance document: the 2008 Tripartite “Zoonotic Diseases: A Guide to Establishing Collaboration between Animal and Human Health Sectors at the Country Level”, developed in WHO South-East Asia Region and Western Pacific Region. The 2018 TZG supports building by countries of the resilience and capacity to address emerging and endemic zoonotic diseases such as avian influenza, rabies, Ebola, and Rift Valley fever, as well as food-borne diseases and antimicrobial resistance, and to minimize their impacts on health, livelihoods, and economies. It additionally supports country efforts to implement WHO International Health Regulations (2005) and OIE international standards, to address gaps identified through external and internal health system evaluations, and to achieve targets of the Sustainable Development Goals. The 2018 TZG provides relevant country ministries and agencies with lessons learned and good practices identified from country-level experiences in taking OH approaches for preparedness, prevention, detection and response to zoonotic disease threats, and provides guidance on multisectoral communication, coordination, and collaboration. It informs on regional and country-level OH activities and relevant unisectoral and multisectoral tools available for countries to use.

Small ruminants are the main source of livelihood for the rural agropastoralists and are important assets in lowlands and highlands of Ethiopia. Transboundary animal diseases (TADs) are a significant cause of reduced production and productivity to the pastoral communities in Ethiopia. TADs like Peste des Petits Ruminants (PPR), Sheep and Goat Pox (SGP) and Contagious Caprine Pleuropneumonia (CCPP) have contributed to a high level of sheep and goat mortality, especially in lambs and kids. The “Pursuing pastoralist resilience through improved animal health service delivery” project implemented by FAO between 2014 and 2020, was designed to support the Government of Ethiopia in strengthening the surveillance system for most TADs. The project had a primary focus to implement a progressive control programme for Peste des Petits Ruminants (PPR). The evaluation found that the project has advanced PPR control and eradication and that the country has the capability to continue this momentum for improved animal health and welfare services for the greater ambition to eradicate PPR across the country by 2027. However, ensuring the effectiveness and sustainability of future projects requires overcoming many difficulties. Challenges relating to government strategy, coordination, resources and more are assessed in this report.

Globalization of the food supply has created conditions favorable for the emergence, reemergence, and spread of food-borne pathogens-compounding the challenge of anticipating, detecting, and effectively responding to food-borne threats to health. In the United States, food-borne agents affect 1 out of 6 individuals and cause approximately 48 million illnesses, 128,000 hospitalizations, and 3,000 deaths each year. This figure likely represents just the tip of the iceberg, because it fails to account for the broad array of food-borne illnesses or for their wide-ranging repercussions for consumers, government, and the food industry-both domestically and internationally. A One Health approach to food safety may hold the promise of harnessing and integrating the expertise and resources from across the spectrum of multiple health domains including the human and veterinary medical and plant pathology communities with those of the wildlife and aquatic health and ecology communities. The IOM's Forum on Microbial Threats hosted a public workshop on December 13 and 14, 2011 that examined issues critical to the protection of the nation's food supply. The workshop explored existing knowledge and unanswered questions on the nature and extent of food-borne threats to health. Participants discussed the globalization of the U.S. food supply and the burden of illness associated with foodborne threats to health; considered the spectrum of food-borne threats as well as illustrative case studies; reviewed existing research, policies, and practices to prevent and mitigate foodborne threats; and, identified opportunities to reduce future threats to the nation's food supply through the use of a "One Health" approach to food safety. The project aim was to sustainably improve the livelihoods and food security of communities and the poor and vulnerable in six townships in the Central Dry Zone (CDZ) of Myanmar through improving livestock health, productivity, and marketing. The project is highly relevant as livestock are critical to people’s livelihoods in the area. It was evaluated as being efficiently delivered with very significant benefits being provided in developing livestock policies with good sustainability and identifying effective new technologies to promote livestock production in the CDZ. Of note, project efficiency was evaluated as being high with an adaptive approach taken as priorities changed and opportunities developed, and with strong government support providing considerable staff and other resources. At the time of the evaluation, the impact of the project remains limited as little extension work has been undertaken to improve livestock production practices and many of the policies being developed are yet to be finalized. However, the project has laid down a strong basis for the improvement in livestock policies and improved production practices and Government has taken strong ownership of these. The impact of the project will be enhanced over time as policies are consolidated and further extension of the new technologies undertaken.
