This book explores the growing interests of China in the Arctic and examines the nature of its interests and motivations in maintaining its involvement and presence in the region. Most accounts of China-US relations in the context of great power conflict emphasize the many ways in which this rivalry has a ripple effect across the globe, with an impact upon the relations and interests of smaller powers. And while these effects are considerable and important, this book contends that attention must also be paid to the ways in which smaller, regional states have the potential to shape this great power rivalry. Put simply, great powers both shape, and are shaped by, smaller states. Any understanding of contemporary great power relations between the US and China requires both a top down, but also a bottom up consideration of the interplay between great powers and regional ones. Often the interests of regional powers are rooted in domestic considerations such as their identities and national interests, and these influences transcend borders and often have an impact upon the great powers. This book considers these smaller, regional actors and attempts to measure the extent to which they influence the US-China rivalry. For this study, constructivist theory, which prioritizes the agency that regional powers enjoy, is loosely used as a tool to enable a more robust and comprehensive understanding of the influences on the contemporary great power relationship. Arriving in Tasmania in 1837 when Sir John became governor, she swept like a whirlwind through the colony: attempting to rid the island of snakes; establishing a scientific society and the Hobart regatta; adopting an Aboriginal girl, and sending a kangaroo to Queen Victoria. She continued her intrepid travels, becoming the first white woman to travel overland from Melbourne to Sydney. When her husband disappeared in the Arctic on an expedition to discover the Northwest Passage, she badgered the Admiralty, the public and even the President of the United States to fund trips to locate him, and then defended his reputation when remains of the expedition were located and there were claims of cannibalism. Single-handedly, she turned him from a failure into one of England's noblest heroes. She continued travelling well into her 70s and died at age 84, refusing to take her medicine to the last.
This book explores the Arctic as a rapidly evolving phenomenon in international affairs of a rising number of stakeholders. For decades, Arctic studies used to be an affair of a relatively narrow group of experts from northern countries. This time is over due to a new Chinese Arctic policy, as well as growing regional interests from South Korea, Singapore, India and Japan. Contributors reflect on new roles for the Arctic region: both as a playground for the old school nation state competition and even confrontation, and a new source for international cooperation in energy, logistics and natural sciences. Climate change, political tensions and economic competition make Arctic a hotter venue of international relations. This new Arctic fever, studied through a comparative analysis of different regional agendas, especially with a focus on the US–China–Russia triangle, represents the main subject of our book, which will be of interest to scholars of geopolitics, of climate change, and of 21st century energy economics.
