1-1. PurposeThis regulation establishes the Army Emergency Management Program (EMP). The EMP serves as the singleintegrated emergency management (EM) program for the planning, execution and management of response efforts(designed or intended) to mitigate the effects of an all-hazard incident, to include but not limited to, natural, manmade, and technological disasters, chemical, biological, radiological, nuclear, and high-yield explosive (CBRNE) incidents and accidents on or affecting Army installations, facilities and/or activities (for the purpose of this regulation the term "installation" is used collectively). This regulation facilitates the alignment of the Army with U.S. Department of Defense (DOD) policy and guidance derived in part from Homeland Security Presidential Directive 5 (HSPD 5) for domestic installations and serves as a baseline for others. This regulation further outlines specific exceptions and caveats for government-owned, contractor-operated (GOCO) plants and installations and other facilities not possessing organic emergency response capabilities.

Army Regulation AR 525-27 Military Operations by United States Government Us Army Pdf
This regulation, Army Regulation AR 525-27 Military Operations: Army Emergency Management Program March 2019, establishes the Army Emergency Management (EM) Program. The Army EM function serves as the single integrated EM program across the Army on installations, facilities, and activities (hereafter referred to as installations) and associated off-installation areas (hereafter referred to as standalone facilities) subject to Army jurisdiction. The Army EM program is responsible for synchronizing all activities and operations related to preventing, protecting against, mitigating the potential effects of, responding to, and recovering from all multi-agency and/or multi-jurisdictional emergencies on or impacting Army installations worldwide. The intent of the Army EM program is not to replace existing, well-functioning single-agency and/or single-hazard-set programs, plans, or capabilities, but rather to integrate and synchronize these existing capabilities while coordinating the development of capabilities required for the transition to effective management of multi-agency and/or multi-jurisdictional emergencies regardless of cause. This regulation further outlines specific exceptions and caveats for facilities not possessing organic emergency response capabilities. The Army EM program synchronizes all emergency operations with an integrated operational concept coordinated with other protection programs.

We print the paperback book so you don't have to. First you gotta find a good clean (legible) copy and make sure it's the latest version (not always easy). Some documents found on the web are missing some pages or the image quality is so poor, they are difficult to read. If you find a good copy, you could print it using a network printer you share with 100 other people (typically its either out of paper or toner). If it's just a 10-page document, no problem, but if it's 250-pages, you will need to punch 3 holes in all those pages and put it in a 3-ring binder. Takes at least an hour. Preparing for Terrorism by Institute of Medicine,Board on Health Sciences Policy,Committee on Evaluation of the Metropolitan Medical Response System Program Pdf
The Metropolitan Medical Response System (MMRS) program of the U. S. Department of Health and Human Services (DHHS) provides funds to major U. S. cities to help them develop plans for coping with the health and medical consequences of a terrorist attack with chemical, biological, or radiological (CBR) agents. DHHS asked the Institute of Medicine (IOM) to assist in assessing the effectiveness of the MMRS program by developing appropriate evaluation methods, tools, and processes to assess both its own management of the program and local preparedness in the cities that have participated in the program. This book provides the managers of the MMRS program and others concerned about local capabilities to cope with CBR terrorism with three evaluation tools and a three-part assessment method. The tools are a questionnaire survey eliciting feedback about the management of the MMRS program, a table of preparedness indicators for 23 essential response capabilities, and a set of three scenarios and related questions for group discussion. The assessment method described integrates document inspection, a site visit by a team of expert peer reviewers, and observations at community exercises and drills.
