Environmental degradation is associated with increased morbidity and mortality and decreased productivity. Urban and indoor air pollution; inadequate water supply, sanitation, and hygiene; natural disasters (mainly floods and landslides); and land degradation are the environmental problems associated with the highest social and economic costs, falling most heavily on vulnerable people, especially poor children under five years old. This book begins by exploring institutional change and environmental priorities in Colombia over the past 50 years, a time of substantial progress in environmental protection and rapid transition from a largely rural to a highly urbanised economy. Part 2 assesses the burden of disease rooted in inadequate water supply, sanitation, and hygiene; poor air quality; and natural disasters; and the environmental management practices to reduce that burden. A discussion of the environmental costs of rapid and unplanned urbanisation is also included. Part 3 assesses the sustainable management of Colombia's rich endowment of natural resources.
The collaborative efforts of Colombia¿s Department of National Planning (DNP) and the World Bank has produced the National Evaluation System of Public Sector Performance (SYNERGY). Put in place by the Special Division for Evaluation in DNP, this system has been designed and implemented to change the public sector from an inward-looking, process-oriented body (which sometimes restrains economic and social progress) into a more dynamic, results-oriented partner of the community and private sector in development. This report explores the critical factors in making SYNERGY a successful evaluation system. Such factors include ways of making it an effective management tool, promoting civil society participation by focusing on results for people and leveraging on their energy and resource, defining a constructive learning process for implementation, and providing an enabling environment for a results-oriented public sector.

Strengthening local governance with a view to promoting democratic representation, establishing entitlements, and improving the provision of goods and services, can play a critical role in human development. The evaluation concludes that UNDP has not fully capitalized on its comparative advantage in strengthening local governance, and suggests that, in part, this relates to the absence, within UNDP, of a common understanding of and sufficient corporate guidance on strengthening local governance. While there are numerous examples of support to local governance that have been innovative and effective, other initiatives have had limited impact and some have tended to be ad hoc and isolated, rather than systematic and strategic. For UNDP to play a more effective role in strengthening local governance reforms, the evaluation recommends that it should more explicitly and effectively mainstream local governance into all programmatic focus areas by developing a coherent framework that is firmly grounded in the practice of human development.
