The efficiency and productivity of Colombia's urban system will be a key determinant in the ability of the country to transition from a middle to a higher income economy. Economic growth is strongly driven by commodities in Colombia and other Latin American countries. However, the contribution of urban activities to urban growth is non-negligible when all urban activities are added. Strengthening the roles of cities may contribute to mitigating the risks inherent to commodity intensive economies and can support a stronger resource-based manufacturing economic structure and more knowledge intensive industries. In addition, a well functioning urban system is important for quality of life in a country with a highly urban population: almost 80 percent of Colombians live in urban areas, and urbanization is correlated with poverty reduction and improved access to basic services. The Colombia Urbanization Review: Amplifying the Gains from the Urban Transition aims to provide diagnostic tools to inform policy dialogue and investment priorities on urbanization by operationalizing the framework for urban policy developed in the 2009 World Development Report, Reshaping Economic Geography and the Bank's new Urban and Local Government Strategy, System of Cities: Harnessing Urbanization for Growth and Poverty Reduction. The review was implemented in two stages. A first stage looked at the system of cities in Colombia and identified a series of bottlenecks that limit the efficiency of the system. Three key topics were identified from the first phase diagnostics for further analysis in the second phase, in close discussion with the Department of National Planning. The three cross-cutting topics identified for a policy ‘deep dive' in phase two were:deepening economic connectivity, enhancing coordination at a regional and metropolitan scale, and fostering efficiency and innovativeness in how cities finance themselves.

Over the last decade Latin America and the Caribbean region has achieved important progress towards the World Bank Group's goals of eradicating extreme poverty and boosting income growth of the bottom 40 percent, propelled by remarkable economic growth and falling income inequality. This means that extreme poverty is still an important issue in both low- and middle-income countries in the region. The book includes an overview that highlights progress towards the goals of poverty eradication and shared prosperity between 2003 and 2012, unpacks recent gains at the household level using an income-based asset model, and examines some of the policy levers used to affect social outcomes in the region. This survey of the recent literature asks: how important is trade policy for poverty reduction? We consider the effects of openness on poverty in two components: the effect of openness on average income growth, and the effect on distribution for a given growth rate. Evidence from a variety of sources (cross-country and panel growth regressions, industry and firm-level research, and case studies) supports the view that trade openness contributes greatly to growth. Moreover, trade openness does not have systematic effects on the poor beyond its effect on overall growth. Trade policy is only one of many determinants of growth and poverty reduction. Trade openness has important positive spillovers on other aspects of reform, however, so that the correlation of trade with other pro-reform policies speaks to the advantages of making openness a primary part of the reform package.

This paper selectively synthesizes much of the research on Latin American and Caribbean labor markets in recent years. Several themes emerge that are particularly relevant to ongoing policy dialogues. First, labor legislation matters, but markets may be less segmented than previously thought. The impetus to voluntary informality, which appears to be a substantial fraction of the sector, implies that the design of social safety nets and labor legislation needs to take a more integrated view of the labor market, taking into account the cost-benefit analysis workers and firms make about whether to interact with formal institutions. Second, the impact of labor market institutions on productivity growth has probably been underemphasized. Draconian firing restrictions increase litigation and uncertainty surrounding worker separations, reduce turnover and job creation, and poorly protect workers. But theory and anecdotal evidence also suggest that they, and other related state or union induced rigidities, may have an even greater disincentive effect on technological adoption, which accounts for half of economic growth. Finally, institutions can affect poverty and equity, although the effects seem generally small and channels are not always clear. Overall, the present constellation of labor regulations serves workers and firms poorly and both could benefit from substantial reform.
