This country profile for Tanzania provides an overview on the socioeconomic and political context within which REDD+ policies and processes emerge. It explores the Tanzanian REDD+ policy processes and strategies at the national level, identifying barriers, limits and opportunities in national REDD+ arenas to inform future REDD+ design by providing research-based options for achieving efficient, effective and equitable REDD+ (i.e. the 3Es of REDD+). Both direct and indirect drivers of deforestation and forest degradation are at work, including forest conversion to small-scale agriculture, timber extraction driven by demand from national and international markets, fuelwood and charcoal, and population growth. The prospects for REDD+ rest on improving a number of issues: tenure arrangements, forest governance, reliability of long-term funding, benefit-sharing mechanisms, and technical, human and financial capacity. We recommend the continuation of support towards decentralized sustainable forest management and utilization of the participatory forest management model as an entry point for REDD+ initiatives. Participatory land-use planning practices coupled with improved spatial planning and strengthening mechanisms against illegal activities entrenched in driving forest degradation are needed. In addition, for REDD+ to succeed it will need to challenge and overcome the powerful actors invested in and driving the business-as-usual model.

Between 2013 and 2015, the Food and Agriculture Organization of the United Nations (FAO) and the French National Institute for Agricultural Research (INRA) undertook a survey of innovative approaches that enable markets to act as incentives in the transition towards sustainable agriculture in developing countries. Through a competitive selection process, 15 cases from around the world provide insights into how small-scale initiatives that use sustainable production practices are supported by market demand, and create innovations in the institutions that govern sustainable practices and market exchanges. These cases respond to both local and distant consumers’ concerns about the quality of the food that they eat. The book evidences that the initiatives rely upon social values (e.g. trustworthiness, health [nutrition and food safety], food sovereignty, promotion of youth and rural development, farmer and community livelihoods) to adapt sustainable practices to local contexts, while creating new market outlets for food products. Specifically, private sector and civil society actors are leading partnerships with the public sector to build market infrastructure, integrate sustainable agriculture into private and public education and extension programmes, and ensure the exchange of transparent information about market opportunities. The results are: (i) system innovations that allow new rules for marketing and assuring the sustainable qualities of products; (ii) new forms of organization that permit actors to play multiple roles in the food system (e.g. farmer and auditor, farmer and researcher, consumer and auditor, consumer and intermediary); (iii) new forms of market exchange, such as box schemes, university kiosks, public procurement or systems of seed exchanges; and (iv) new technologies for sustainable agriculture (e.g. effective micro-organisms, biopesticides and soil analysis techniques). The public sector plays a key role in providing legitimate political and physical spaces for multiple actors to jointly create and share sustainable agricultural knowledge, practices and products.

This is because out-grower schemes provide access to agricultural inputs and market to the rural farmers. These services seem to be scarce, especially in a liberalized economy like Zambia. However, there are debates as whether out-grower schemes have been beneficial to farmers or not. Therefore, this study aims at investigating the impact of tobacco out-grower schemes on the economic well-being of farmers at Mugubudu tobacco out-grower scheme of Chipata District. To do this, the study employed non-experimental cross sectional research design. 150 questionnaires were distributed to solicit data from 150 randomly selected small scale tobacco farmers using a tobacco farmers' register as sample frame. The salient findings of the study were that tobacco out-grower schemes had improved the well-being of small scale tobacco farmers. Indicators for this improvement were that small scale tobacco farmers had acquired assets and their consumption expenditure had increased. However, the study established that lack of information as regard to contract contents, insufficiency of extension services, pricing system, environmental hazards and debt from inputs loans as factors that can choke the strides made by out-grower schemes. The study recommended that information is be provided in local languages as this will reduce the current difficulties as many of agro-literature is published in English. The urgent need to limit anthropogenic carbon emissions has led to a global initiative to Reduce Emissions from Deforestation and forest Degradation (REDD+). But, designing national architectures for REDD+ that integrate local actions on forests with national-level outcomes and do so effectively, efficiently, and equitably continues to be challenging. One option to facilitate the design and implementation of REDD+ is to learn from the experience of other programs that have historically been successful in achieving sustainable tropical forest management, such as community forest management (CFM). Lessons about the factors that contribute to CFM success will be useful in designing REDD+ programs. REDD+ may also benefit from harnessing the capital developed by CFM. Of course, REDD+ and CFM represent both opportunities and challenges for each other. Identifying how CFM can contribute to REDD+ goals, and the potential benefits and risks in using CFM to achieve REDD+ implementation requires careful analysis of available evidence because the two sets of interventions do not have a complete overlap in terms of their objectives and mechanisms. In this study report, we use a thorough literature review and analysis of primary data collected by the International Forestry Resources and Institutions (IFRI) research network from 57 CFM sites to achieve three objectives. First, we establish a framework for examining interactions and relationships between CFM and REDD+. Second, we empirically investigate these relationships in three countries: Nepal, Tanzania, and Bolivia. All three countries have a strong history of CFM and each is engaged in the development of REDD+ or related institutional architectures. Finally, based on the analysis of our data, we provide key recommendations for communities, project developers, policy makers, and researchers.

Economics of Land Degradation and Improvement – A Global Assessment for Sustainable Development by Ephraim Nkonya,Alisher Mirzabaev,Joachim von Braun Pdf

This volume deals with land degradation, which is occurring in almost all terrestrial biomes and agro-ecologies, in both low and high income countries and is stretching to about 30% of the total global land area. About three billion people reside in these degraded lands. However, the impact of land degradation is especially severe on livelihoods of the poor who heavily depend on natural resources. The annual global cost of land degradation due to land use and cover change (LUCC) and lower cropland and rangeland productivity is estimated to be about 300 billion USD. Sub-Saharan Africa (SSA) accounts for the largest share (22%) of the total global cost of land degradation. Only about 38% of the cost of land degradation due to LUCC - which accounts for 78% of the US$300 billion loss – is borne by land users and the remaining share (62%) is borne by consumers of ecosystem services off the farm. The results in this volume indicate that reversing land degradation trends makes both economic sense, and has multiple social and environmental benefits. On average, one US dollar investment into restoration of degraded land returns five US dollars. The findings of the country case studies call for increased investments into the rehabilitation and restoration of degraded lands, including through such institutional and policy measures as strengthening community participation for sustainable land management, enhancing government effectiveness and rule of law, improving access to markets and rural services, and securing land tenure. The assessment in this volume has been conducted at a time when there is an elevated interest in private land investments and when global efforts to achieve sustainable development objectives have intensified. In this regard, the results of this volume can contribute significantly to the ongoing policy debate and efforts to design strategies for achieving sustainable development goals and related efforts to address land degradation and halt biodiversity loss.
