The high cost of aviation fuel has resulted in increased attention by Congress and the Air Force on improving military aircraft fuel efficiency. One action considered is modification of the aircraft's wingtip by installing, for example, winglets to reduce drag. While common on commercial aircraft, such modifications have been less so on military aircraft. In an attempt to encourage greater Air Force use in this area, Congress, in H. Rept. 109-452, directed the Air Force to provide a report examining the feasibility of modifying its aircraft with winglets. To assist in this effort, the Air Force asked the NRC to evaluate its aircraft inventory and identify those aircraft that may be good candidates for winglet modifications. This reportâ€"which considers other wingtip modifications in addition to wingletsâ€"presents a review of wingtip modifications; an examination of previous analyses and experience with such modifications; and an assessment of wingtip modifications for various Air Force aircraft and potential investment strategies.

The purpose of this thesis was to undertake a systematic, scientific study of the accuracy of Air Force published fuel factors to estimate fuel costs at MAJCOM level by mission, design, and series (MDS) since the implementation of the Fuels Automated Management System (FAMS) under the current environment of decentralized aviation fuel (AVFUEL) funding. The research found that, at MAJCOM level, the use of USAF published AVFUEL factors in estimating out-year costs would have overstated costs in both fiscal year (FY) 1994 and FY 1995 by $2.5 M (FY 1994), by $.25 M (FY 1995), and may potentially understate costs by $2.7 M for the current fiscal year (FY 1996). Additionally, the research found that at the MDS level, the use of AVFUEL factors would have greatly understated costs for some aircraft while overstating costs for other aircraft. Since AVFUEL funding is currently decentralized at base level, the use of AVFUEL factors for estimating costs at the MDS level is not recommended for USAFE assigned aircraft.

The Acquisition Management System (AMS) of the Department of Defense (DoD) is established to ensure that the needs of the warfighter are fulfilled in the most cost-effective manner possible. The establishment of Key Performance Parameters (KPPs) on Operational Requirements Documents (ORDs) ensures that critical measures of performance are continuously monitored as the identification of a military requirement becomes a fulfilled capability. Threshold values for KPPs identified during an acquisition determine the minimum acceptable level of performance. Failure to meet the threshold level of an individual KPP is grounds for program cancellation. The Chairman of the Joint Chiefs of Staff (CJCS) has mandated that all defense acquisition programs should be kept to a maximum of eight for any individual program. Due to the multi- faceted aspect of modem military aircraft acquisition programs, frequently there are numerous parameters of critical importance. For this reason, any repetition of measure between KPPs must be minimized. The decision of the Principal Deputy Undersecretary of Defense for Acquisition, Technology and Logistics (PUSD (AT&L) ) to include fuel efficiency as a KPP on all future acquisitions is an unnecessary exercise for military aircraft. This thesis develops a model in which multiple aircraft are examined flying different mission profiles carrying different weapon payloads. Strong relationships between factors such as combat radius, payload and on station endurance versus fuel efficiency are demonstrated by regression analysis of the model output. Consequently, any measures of fuel efficiency as a KPP is shown to be redundant. Furthermore, the methodology developed in this thesis may have further uses for the development of logistics planning factors for present and future military aircraft applications.
