The just war tradition is central to the practice of international relations, in questions of war, peace, and the conduct of war in the contemporary world, but surprisingly few scholars have questioned the authority of the tradition as a source of moral guidance for modern statecraft. Just War: Authority, Tradition, and Practice brings together many of the most important contemporary writers on just war to consider questions of authority surrounding the just war tradition. Authority is critical in two key senses. First, it is central to framing the ethical debate about the justice or injustice of war, raising questions about the universality of just war and the tradition’s relationship to religion, law, and democracy. Second, who has the legitimate authority to make just-war claims and declare and prosecute war? Such authority has traditionally been located in the sovereign state, but non-state and supra-state claims to legitimate authority have become increasingly important over the last twenty years as the just war tradition has been used to think about multilateral military operations, terrorism, guerrilla warfare, and sub-state violence. The chapters in this collection, organized around these two dimensions, offer a compelling reassessment of the authority issue’s centrality in how we can, do, and ought to think about war in contemporary global politics.

Part One presents two opposing viewpoints: first, that war is not subject to moral norms and, second, that war is never morally permissible. The author rejects both perspectives, and moves to define the principles of just-war theory. He evaluates the roles of the president, Congress, and, most importantly, the U.N. The moral limits of war conduct and the moral problem of using, or threatening to use, nuclear weapons are also discussed. On the just cause to wage war, Regan argues that defense of nations and nationals--whether in self-defense or in defense of others--remains the only classical cause that in the modern world would justify resorting to war. With respect to military intervention in secessionist and revolutionary wars, he contends that such intervention might be justified, but that prudence dictates extreme caution. "Tianxia--conventionally translated as "all-under-Heaven"--in everyday Chinese parlance simply means "the world." But tianxia is also a geopolitical term found in canonical writings that has a deeper historical and philosophical significance. In Iraq: The Moral Reckoning, Craig M. White applies classic just war theory to the U.S. decision to go to war in 2003. This theory, to which the Bush administration and its supporters have referred both directly and indirectly in making a pro-war case to the world, provides three core moral criteria for a just war: sovereign authority, just cause, and right intention (which includes an aim of peace). Furthermore, there are three practical criteria that must also be considered: proportionality of ends, last resort, and reasonable chance of success. For each criterion, White painstakingly weighs statements by the Bush administration and its supporters against evidence available at the time. After considering a wide range of viewpoints and evidence, White concludes that each criterion, except sovereign authority, has not been met. By demonstrating a comprehensive application of the just war theory to one specific war, Iraq: The Moral Reckoning not only sets a new standard for evaluating the 2003 Iraq war but also shows how present and future wars can be better evaluated in moral and practical terms.
