History as Policy by Ronald Huisken,Meredith Thatcher Pdf
The fortieth anniversary of the Strategic and Defence Studies Centre's founding provided the opportunity to assemble many of Australia's leading analysts and commentators to review some of the more significant issues that should define Australian defence policy. In the first 20 years after its establishment, SDSC scholars played a prominent role in shaping the ideas and aspirations that eventually found official expression in the 1987 Defence of Australia White Paper. This policy sustained a coherent balance between strategy, force structure and budgets for well over a decade. In recent years, however, the cumulative effects of the end of the Cold War and watershed events like the East Timor experience; the attacks on New York and Washington, D.C., in September 2001; the Bali bombings in October 2002; and the invasion of Iraq in March 2003 have fractured the former consensus on defence policy. These developments have eroded acceptance of the core judgements underpinning defence policy. This has led to a more tenuous connection between some recent major equipment acquisitions and declared policy. The unravelling of the consensus on the 'defence of Australia' policy means that we must again undertake a balanced, long-term assessment of the nature of Australia's strategic interests. Only by doing so can we determine the kinds of armed forces that would contribute most effectively to protecting those interests. The papers collected in this volume are not informed by a common view of where Australia should focus its defence policy, but all address themes that should figure prominently in this difficult but essential task.

Revolution in Military Affairs by Elinor C. Sloan Pdf
Although the RMA has been the subject of much discussion in the United States for over a decade, it has not received the same level of analytic attention in Canada and other NATO and allied countries. Sloan examines the RMA in the context of Canada, Australia, France, Germany, and the United Kingdom in addition to assessing the transformation efforts of the United States Military. She concludes that small and medium military powers such as Canada must, at a minimum, take selected, concrete measures to maximize their military capabilities through the RMA if they are to avoid operational and political marginalisation in the promotion of international peace and security.

Small Wars, Big Data by Eli Berman,Joseph H. Felter,Jacob N. Shapiro Pdf
How a new understanding of warfare can help the military fight today's conflicts more effectively. The way wars are fought has changed starkly over the past sixty years. International military campaigns used to play out between large armies at central fronts. Today's conflicts find major powers facing rebel insurgencies that deploy elusive methods, from improvised explosives to terrorist attacks. Small Wars, Big Data presents a transformative understanding of these contemporary confrontations and how they should be fought. The authors show that a revolution in the study of conflict--enabled by vast data, rich qualitative evidence, and modern methods--yields new insights into terrorism, civil wars, and foreign interventions. Modern warfare is not about struggles over territory but over people; civilians--and the information they might choose to provide--can turn the tide at critical junctures. The authors draw practical lessons from the past two decades of conflict in locations ranging from Latin America and the Middle East to Central and Southeast Asia. Building an information-centric understanding of insurgencies, the authors examine the relationships between rebels, the government, and civilians. This approach serves as a springboard for exploring other aspects of modern conflict, including the suppression of rebel activity, the role of mobile communications networks, the links between aid and violence, and why conventional military methods might provide short-term success but undermine lasting peace. Ultimately the authors show how the stronger side can almost always win the villages, but why that does not guarantee winning the war. Small Wars, Big Data provides groundbreaking perspectives for how small wars can be better strategized and favorably won to the benefit of the local population.

This volume commemorates the 50th anniversary of the Strategic and Defence Studies Centre (SDSC). The Centre is Australia’s largest body of scholars dedicated to the analysis of the use of armed force in its political context and one of the earliest generation of post-World War II research institutions on strategic affairs. The book features chapters replete with stories of university politics, internal SDSC activities, cooperation among people with different social and political values, and conflicts between others, as well as the Centre’s public achievements. It also details the evolution of strategic studies in Australia and the contribution of academia and defence intellectuals to national defence policy.
