The Future of the United States-Australia Alliance by Scott D. McDonald,Andrew T. H. Tan Pdf

The United States-Australia alliance has been an important component of the US-led system of alliances that has underpinned regional security in the Indo-Pacific since 1945. However, recent geostrategic developments, in particular the rise of the People’s Republic of China, have posed significant challenges to this US-led regional order. In turn, the growing strategic competition between these two great powers has generated challenges to the longstanding US-Australia alliance. Both the US and Australia are confronting a changing strategic environment, and, as a result, the alliance needs to respond to the challenges that they face. The US needs to understand the challenges and risks to this vital relationship, which is growing in importance, and take steps to manage it. On its part, Australia must clearly identify its core common interests with the US and start exploring what more it needs to do to attain its stated policy preferences. This book consists of chapters exploring US and Australian perspectives of the Indo-Pacific, the evolution of Australia-US strategic and defence cooperation, and the future of the relationship. Written by a joint US-Australia team, the volume is aimed at academics, analysts, students, and the security and business communities.

National Security, Surveillance and Terror by Randy K. Lippert,Kevin Walby,Ian Warren,Darren Palmer Pdf

This edited collection brings together leading scholars to comparatively investigate national security, surveillance and terror in the early 21st century in two major western jurisdictions, Canada and Australia. Observing that much debate about these topics is dominated by US and UK perspectives, the volume provides penetrating analysis of national security and surveillance practices in two under-studied countries that reveals critical insights into current trends. Written by a wide range of experts in their respective fields, this book addresses a fascinating array of timely questions about the relationship among national security, privacy and terror in the two countries and beyond. Chapters include critical assessments of topics such as: National Security Intelligence Collection since 9/11, The Border as Checkpoint in an Age of Hemispheric Security and Surveillance, Unmanned Aerial Vehicles and Law Enforcement, as well as Federal Government Departments and Security Regimes. An engaging and empirically driven study, this collection will be of great interest to scholars of security and surveillance studies, policing, and comparative criminology.

How to Defend Australia by Hugh White Pdf

A brilliant and important book about Australia’s future Can Australia defend itself in the Asian century? How seriously ought we take the risk of war? Do we want to remain a middle power? What kind of strategy, and what Australian Defence Force, do we need? In this groundbreaking book, Hugh White considers these questions and more. With exceptional clarity and frankness, he makes the case for a reconceived defence of Australia. Along the way he offers intriguing insights into history, technology and the Australian way of war. Hugh White is the country’s most provocative, revelatory and yet realistic commentator on Australia’s strategic and defence orientation. In an age of power politics and armed rivalry in Asia, it is time for fresh thinking. In this controversial and persuasive contribution, White sets new terms for one of the most crucial conversations Australia needs to have. ‘This book, by one of Australia’s leading defence policy thinkers, will be a very important contribution to our national discussion in coming years. Hugh White tackles many challenging issues and opens up the new debate that we need to have as Australia plots its course through a changing international environment.’—Robert O’Neill, former Chichele Professor of the history of war, University of Oxford ‘Hugh White is among our most knowledgeable and practised strategists. While I am strongly supportive of the US alliance, How to Defend Australia is a serious work from a serious patriot that requires close reading. It deserves a wide audience.’—Kim Beazley

Networks and National Security by Dr Chad Whelan Pdf

Networks as sets of autonomous organisations working together to achieve individual and shared goals are becoming increasingly important across many areas of public administration. The importance of networks is well known but most analysts would agree that we do not know enough about the dynamics and effectiveness of networks in relation to their internal operations. This is a significant problem as security, intelligence, law enforcement and many other agencies are increasingly required to organise in and through networks to provide national security. In this comprehensive analysis, Chad Whelan presents a highly innovative, qualitative study of networks in the field of national security. Developing our understanding of 'organisational networks' in organisational theory, management and public administration, and 'security networks' in criminology and international relations, he presents a multi-disciplinary analysis of network forms of organisation. Whelan puts forward a methodological framework involving five levels of analysis - structural, cultural, policy, technological and relational - with which we can better analyse and understand the dynamics and effectiveness of networks. This framework is applied to public sector networks operating in the field of counter-terrorism in Australia in a way that is highly relevant to researchers and practitioners in many contexts where government departments and agencies, and the private sector, need to work together. Networks and National Security: Dynamics, Effectiveness and Organisation not only advances our knowledge of networks and national security but also assists with the essential tasks of evaluating and managing networks. Written in a clear and accessible style and featuring a wealth of first-hand accounts concerning the inside operations of networks, this book deals with the crucial subject of inter-agency coordination in the important field of national security.

The Shield of Achilles by Philip Bobbitt Pdf

"We are at a moment in world affairs when the essential ideas that govern statecraft must change. For five centuries it has taken the resources of a state to destroy another state . . . This is no longer true, owing to advances in international telecommunications, rapid computation, and weapons of mass destruction. The change in statecraft that will accompany these developments will be as profound as any that the State has thus far undergone." —from the Prologue The Shield of Achilles is a classic inquiry into the nature of the State, its origin in war, and its drive for peace and legitimacy. Philip Bobbitt, a professor of constitutional law and a historian of nuclear strategy, has served in the White House, the Senate, the State Department, and the National Security Council in both Democratic and Republican administrations, and here he brings his formidable experience and analytical gifts to bear on our changing world. Many have observed that the nation-state is dying, yet others have noted that the power of the State has never been greater. Bobbitt reconciles this paradox and introduces the idea of the market-state, which is already replacing its predecessor. Along the way he treats such themes as the Long War (which began in 1914 and ended in 1990). He explains the relation of violence to legitimacy, and the role of key individuals in fates that are partially—but only partially—determined. This book anticipates the coalitional war against terrorism and lays out alternative futures for the world. Bobbitt shows how nations might avoid the great power confrontations that have a potential for limitless destruction, and he traces the origin and evolution of the State to such wars and the peace conferences that forged their outcomes into law, from Augsburg to Westphalia to Utrecht to Vienna to Versailles. The author paints a powerful portrait of the ever-changing interrelatedness of our world, and he uses his expertise in law and strategy to discern the paths that statehood will follow in the coming years and decades. Timely and perceptive, The Shield of Achilles will change the way we think about the world.

Review of Australia's Counter-Terrorism Machinery (Hardcopy) by Australia. Department of the Prime Minister and Cabinet,Australian Government - Department of the Prime Minister & Cabinet Pdf

The Commonwealth has strong, well-coordinated counter-terrorism (CT) arrangements. Overall, these have been quite successful, although the Martin Place siege and the stabbing of police in Melbourne raise questions. Despite improvements in CT capability, a terrorist attack is possible. All of the terrorism-related metrics are worsening: known numbers of foreign fighters, sympathisers and supporters, serious investigations. We are not 'winning' on any front. Every dollar must be spent wisely. We face a new paradigm that demands ever more careful prioritisation. National security agencies must come together seamlessly around shared priorities. A restructure or reshuffle of national security agencies is not the answer. But more must be done to strengthen cross-agency coordination and leadership. Whatever we do, there is no short-term solution to our evolving terrorist challenge. It is almost inevitable that we will have more terrorist attacks on Australian soil. Long term, we must put a greater effort into reducing, rather than managing, the pool of terrorists, their supporters and sympathisers.
