The Army's transformation to Future Combat Systems (FCS) poses an unprecedented alliance of humans and machines, particularly for Command and Control (C). Creating a human-machine alliance that actually improves command and control is a severe challenge in human-system integration for FCS. First, this report selectively identifies four overarching research issues for command and control: Allocation, Autonomy, Authority, and Awareness. Second, two complementary research approaches, mid-scale and small-scale transformation environments, for investigating human-system integration issues are described. An example of a mid-scale transformation environment from the FCS C2 program is provided with selected results from Experiment 1 on human-system integration. The value added by small-scale transformation environments, however, is needed to maintain a human-centric focus and provide two unique roles: a breeding ground for innovation to larger environments, and proving ground for issues from larger environments. An example of an emerging small-scale transformation environment directed at FCS concept exploration and training is provided. The core technical, operational and human performance assets currently available for this small-scale transformation environment are described. The revolution now taking place in the technology of war is one with potentially dramatic implications for the Arab-Israeli military balance. In this important book, two Middle East military experts assess the impact of technological innovation on Israeli and Arab military forces. They concentrate primarily on Israel and Syria, since Syria remains intent on achieving strategic parity with Israel while other Arab countries are less inclined to become militarily involved. The authors outline a number of developments and their consequences. These include the proliferation of military technologies, which make available types of equipment previously unattainable, and the electronics revolution, which permits acquisition of vastly more sophisticated command, control, communications, and intelligence systems. New weapons systems - long range artillery rockets, ballistic and cruise missiles, and strike drones - permit attacks deep in enemy territory. Goodman and Cams see all these changes as a mixed blessing for Israel and Syria. In both countries, human resources will be tested by the need to develop, use, and maintain such highly sophisticated equipment. Similarly, the cost of such sophisticated hardware will strain the financial resources of both countries. The authors' assessment of the impact of changes on the future battlefield has applications beyond the Arab-Israeli conflict. In such countries, the importance of a domestic weapons industry will be heightened as reliance on foreign sources becomes less attractive, for reasons the authors discuss. Reliance on good tactics and operational methods will remain keys to success. But in all cases, the benefits of the new technologies will depend on the relative skill with which countries can use them. Between Israel and Syria, the authors see the advantage as Israel's. This study seeks to help the Army identify options to improve its future (i.e., circa 2016) training strategies for Brigade Combat Teams (BCTs) equipped with Future Combat System (FCS) technologies. Key findings are that live training will need to remain at the core of training programs for FCS units, and that adaptation to changing operational requirements will be a primary training challenge. Overall, the findings indicate that planned training enhancements can provide important improvements across a wide spectrum; however, the overall training capability achieved will likely be less than that needed to meet future training requirements. Unit time, the potential for technological advancement, and training budgets were found to be key constraints. While the study stresses greater emphasis on training manpower support in battle command training as the Army's best chance for significant near-term improvement, it concludes that longer-term improvement will depend on how closely the Army monitors and manages its enhancement programs. The process of shaping and balancing future training enhancements, for example, would benefit from better information and improved evaluative capabilities. These changes would be further enhanced by developing better metrics for the quality, quantity, and adaptability of training, by continuing to improve spiral development processes to evolve training methods and means, and by improving the visibility of financial information across training categories.

This research was the first in a series of concept experimentation programs (CEPs) planned by the Mounted Battlespace Battle Lab (MBBL) at Fort Knox, KY, to re-engineer command and staff operations. This report focuses on research methods, exploratory results, and recommendations on method improvements for assessing battle command information requirements and the military decision making process (MDMP). The exploratory results provide a benchmark for future efforts and suggestions for improving information systems and future evaluations. Limitations and lessons learned on research methods are considered. Method recommendations address measurement approach issues, such as mission, enemy, terrain, troops, and time (METT-T) structure for determining information requirements, and the applicability of the MDMP in a real-time information environment. Recommendations on manual measures address the timing and scope of assessment and respondent workload.
