The European Union’s (EU) membership conditionality has been perceived as a highly effective means of influence on non-member states in the run-up to the 2004 and 2007 enlargements. According to the incentive-based explanation that dominates the literature, conditionality has been particularly effective when the EU offered a credible membership incentive and when governments did not consider the domestic costs of compliance threatening to their hold on power. This volume challenges much of the existing work on EU enlargement and postcommunist transition, however, by testing the conditionality thesis in the post-accession setting. Whereas a conditionality hypothesis would predict deteriorating compliance among the newest member states, several contributions here actually find the opposite. Enduring compliance among postcommunist states with the acquis, as well as with less formally institutionalized EU preferences for economic liberalization and minority protection, calls into question the role that conditionality plays in eliciting conformity. Simultaneously, support for the conditionality hypothesis in areas such as political party development and EU relations with Turkey and the western Balkans suggests conditionality’s effects vary across countries and issues. As the first study to systematically examine the relationship between international institutions and postcommunist states after enlargement, this volume provides new insights into how external actors exercise their power in domestic politics. This book was published as a special issue of the Journal of European Public Policy.

In this book, the ERECO-PGV[1] network wishes to make an overview of the cooperation implemented by and in the European Union and to describe the concrete forms they have taken. The issue is to analyze the internal European cooperation between economic actors, politicians, and EU citizens at different levels, but also to focus attention on the external cooperation (neighborhood policies, external policies, and collaborations with international institutions: NATO, OECD, WTO, etc.). Carrying uncompromising attention on this issue means rethinking the European project in light of today's challenges. From the very beginning, the EU was based on and called for forms of multinational cooperation, bilateral (internal and external) at different levels, involving economic actors, public actors, local authorities, and civil society. The frameworks for this cooperation as well as for the successive enlargements of the EU were drawn up in the context of European negotiations, in particular during discussions on the European Treaties. European values, standards, and rules are embodied in the texts of agreements, resolutions, and European directives and Treaties signed by all member countries. They establish the functioning of European institutions and the framework of democratic life in Europe. The emergence of current crises (Brexit, COVID-19, migration crisis, non-respect of rule of law rules, refusal of certain member countries to apply the European Charter of Human Rights, etc.) is questioning the project of the European Union and introduced the challenges which should be overcome by the proposal of the new project able to face the internal complexity of the Union and to answer to the pressure of a conflicting international context. The three-volume major reference “Photons in Fock Space and Beyond” undertakes a new mathematical and conceptual foundation of the theory of light emphasizing mesoscopic radiation systems. The quantum optical notions are generalized beyond Fock representations where the richness of an infinite dimensional quantum field system, with its mathematical difficulties and theoretical possibilities, is fully taken into account. It aims at a microscopic formulation of a mesoscopic model class which covers in principle all stages of the generation and propagation of light within a unified and well-defined conceptual frame. The dynamics of the interacting systems is founded — according to original works of the authors — on convergent perturbation series and describes the developments of the quantized microscopic as well as the classical collective degrees of freedom at the same time. The achieved theoretical unification fits especially to laser and microwave applications inheriting objective information over quantum noise. A special advancement is the incorporation of arbitrary multiply connected cavities where ideal conductor boundary conditions are imposed. From there arises a new category of classical and quantized field parts, apparently not treated in Quantum Electrodynamics before.
