Beyond International Trusteeship by Stefano Recchia Pdf

The Dayton Peace Agreement on Bosnia successfully ended the war in late 1995. However, the price for peace was an extremely weak and dysfunctional postwar state that would probably not have survived without substantial international support over the following decade. This paper argues that things have begun to visibly change on the ground in Bosnia and Herzegovina (BiH) only with the emergence of the EU as the main international peacebuilding actor in more recent years, and notably since 2003. The EU's increased peacebuilding role in BiH, carried out within the framework of the European Security Strategy, has allowed for critical progress towards making Bosnia's common state institutions increasingly self-sustaining. There is no doubt that the potential does now exist to turn postwar Bosnia into a sustainable multi-ethnic democracy. The central hypothesis developed in this paper is that since 2003 EU conditionality has increasingly become a viable alternative to international trusteeship in BiH. This is because conditionality has begun to be assertively communicated by the 'double-hatted' High Representative/European Union Special Representative (HR/EUSR) on the ground and is now clearly linked to the perspective of EU membership. There is evidence that difficult political, administrative and economic reforms have been recently adopted by BiH authorities in compliance with EU conditionality, crucially without straightforward international imposition. But this paper also argues that EU peacebuilders need to further improve their strategic effectiveness and political coordination on the ground, to support continuing reform in BiH once the Office of the High Representative (OHR) is closed down, possibly by late 2007.

The Law and Practice of International Territorial Administration by Carsten Stahn Pdf

International actors have played an active role in the administration of territories over the past two centuries. This book analyses the genesis and law and practice of international territorial administration, covering all experiments from the Treaty of Versailles to contemporary engagements such as the conflict in Iraq. The book discusses the background, legal framework and practice of international territorial administration, including its relationship to related paradigms (internationalisation, mandate administration, trusteeship administration and occupation). This is complemented by a discussion of four common legal issues which arise in the context of this activity: the status of the territory under administration, the status and accountability of administering authorities, the exercise of regulatory powers by international administrations, and the relationship between international and domestic actors. Alongside surveys of the existing approaches and conceptual choices, the book also includes relevant case-law and practice and lessons learned for future engagements.

A World Beyond Borders by David MacKenzie Pdf

This short and well-written overview provides essential information on the history of international organizations (IOs), with particular focus on the League of Nations, the development of the United Nations, and the UN system. Starting at the beginning of the twentieth century, when there were very few international organizations in existence, A World Beyond Borders traces the growth of IOs through to the close of the century, when there were literally thousands at the heart of the international system. Following this chronological order, the book examines how international organizations became the major legal, moral, and cultural forces that they are today, involved in all aspects of international relations including peacekeeping, disarmament, peace resolution, human rights, diplomacy, and environmentalism. This book is the first in the Canadian Historical Association / University of Toronto Press International Themes and Issues Series, which is dedicated to publishing concise, focused overviews of topics that are of international significance in the study of history.

Beyond Empire by John T. Ducker Pdf

Beyond Empire looks at three decades of British colonial administration to assess the capacity of the independent governments of Africa to achieve independence. A wealth of archival material and a unique review of British press over those decades brings to life the dynamic and the tension of the process of decolonisation. Addressing a wide range of issues, from education, constitutional change and economic relations, Beyond Empire sheds new light on aspects of colonial history at the country level, with the focus on the African administrations themselves as agents in the decolonisation process.

Haiti: State Against Nation by Michel-Rolph Trouillot Pdf

In the euphoria that followed the departure of Haiti's hated dictator, Jean-Claude Duvalier, most Haitian and foreign analysts treated the regimes of the two Duvaliers, father and son, as a historical nightmare created by the malevolent minds of the leaders and their supporters. Yet the crisis, economic and political, that faces this small Caribbean nation did not begin with the dictatorship, and is far from being solved, despite its departure from the scene. In this fascinating study, Haitian-born Michel-Rolph Trouillot examines the mechanisms through which the Duvaliers ruthlessly won and then held onto power for twenty-nine years. Trouillot's theoretical discussion focuses on the contradictory nature of the peripheral state, analyzing its relative autonomy as a manifestation of the growing disjuncture between state and nation. He discusses in detail two key characteristics of such regimes: the need for a rhetoric of national unity coupled with unbridled violence. At the same time, he traces the current crisis from its roots in the nineteenth-century marginalization of the peasantry through the U.S. occupation from 1915 to 1934 and into the present. He ends with a discussion of the post-Duvalier period, which, far from seeing the restoration of civilian-led democracy, has been a period of increasing violence and economic decline.

Beyond Liberal Peacebuilding by Elisa Randazzo Pdf

This book examines the logic behind the shifts and paradigm changes within the scholarship on peacebuilding. In particular, the book is concerned with examining if, and how, these shifts have significantly altered how we think about peacebuilding beyond the ‘liberal peacebuilding’ paradigm. To do so, the book engages with the logic of critique that has led to the emergence of different theoretical approaches to peacebuilding, from hands-on institutionalisation, to the ‘local turn’. It uses the case of Kosovo to understand how a lessons-learnt approach facilitated the shift towards more invasive and intrusive forms of peacebuilding first. However, it is also crucial to understanding the recent local turn, as the rise of local ownership discourses in Kosovo is fundamentally tied to the critiques of extensive international missions, and the associated resistance and marginalisation of local agency. The book examines the implications of the framing of ‘everyday’ agency in order to assess the extent to which these bottom-up approaches have been able to by-pass the problems attributed to the liberal peace approach. It argues that despite its critical and radical intentions, the local turn retains certain foundational modernist and positivist qualities that have so far characterised the very mainstream approaches these critiques claim to transcend. This book will be of much interest to students of peacebuilding, statebuilding, peace and conflict studies, security studies and International Relations in general.

The European Union in the Security of Europe by Steve Marsh,Wyn Rees Pdf

This book examines the European Union’s contribution to providing security in Europe amidst an increasingly complex and challenging environment. In this new and comprehensive guide to the EU's role in security since the end of the Cold War, the authors offer an explanation of EU internal and external security regimes, and argue that the Union has become an important exporter of security within its region. However, the Union’s rhetorical ambitions and commitments continue to outstrip its capabilities and it lacks both a common conceptualisation of security and a meaningful, shared strategic culture. Drawing extensively on primary sources the book examines the Union’s relations with the US and Russia in a time of shifting geostrategic calculations and priorities. With the EU capacity for enlargement slowing, this text presents a detailed assessment of EU security policies towards Central Europe, the Mediterranean, the Western Balkans, Eastern Europe and South Caucasus. European Union Security will be of interest to students and scholars of the EU, security studies, and international relations.
