Building Service-oriented Government by Wu Wei Pdf

Providing quality public service is one of the essential functions of a government. In the turbulent time, however, governments worldwide are experiencing a variety of unprecedented challenges to meet citizens' increasing demands and expectations. In China, building a service-oriented government and a harmonious society is central to the 12th Five-Year Plan and challenges the governance philosophies, capacities and competencies of Chinese government at every level. Researchers of Nanyang Centre for Public Administration (NCPA) at Nanyang Technological University systematically examined the concept of service-oriented government in the context of China and developed an assessment scheme to evaluate the performance of building service-oriented government in Chinese cities. Under the auspices of the Lien Foundation in Singapore, based on the assessment scheme, they conducted large-scale telephone surveys of citizens and businesses in 32 major Chinese cities in 2011. This book presents their findings and empirical studies on public service performance, citizen satisfaction, political trust and government transparency based on the data collected from the 2011 Lien project. Moreover, it also includes selected papers presented at the 2012 Lien International Conference on Public Administration in Singapore. Contributed by scholars from Mainland China, the US, Hong Kong and Singapore, these papers discuss various important issues related with building a service-oriented government including public ethical values, the roles of NGO, social accountability, urban integration, performance measurement and emotional labor in public service.

Administrative System Innovation and Building a Public Service-Oriented Government by Marc Holzer,Wei Hu,Mengzhong Zhang Pdf

From the late 1970s until the present day, the New Public Management movement flourished in the United Kingdom, New Zealand, Australia and a number of other countries over the globe. Nowadays, governments across the world are more service-oriented than previously, and administrative system innovations are encouraging new ways of improving public services. Increasingly, more and more countries are witnessing administrative innovations to provide better, quicker, and more efficient and effective service to the public. To this end, this collection of essays highlights public service theory and practices. While some chapters concentrate on innovation in administrative systems, others pay attention to more theoretic and practical issues. A few examine municipal-level public service and innovation, whereas others focus on environment, community policing, public infrastructure, partnership governance, and e-service and e-participation, as well as citizen participation. The book represents an excellent, updated resource for scholars, students and practitioners in the broad field of public administration, public policy, public affairs and public management.

The volume includes a set of selected papers extended and revised from the International Conference on Informatics, Cybernetics, and Computer Engineering. An information system (IS) - or application landscape - is any combination of information technology and people's activities using that technology to support operations, management. In a very broad sense, the term information system is frequently used to refer to the interaction between people, algorithmic processes, data and technology. In this sense, the term is used to refer not only to the information and communication technology (ICT) an organization uses, but also to the way in which people interact with this technology in support of business processes. Some make a clear distinction between information systems, and computer systems ICT, and business processes. Information systems are distinct from information technology in that an information system is typically seen as having an ICT component. It is mainly concerned with the purposeful utilization of information technology. Information systems are also different from business processes. Information systems help to control the performance of business processes. Computer engineering, also called computer systems engineering, is a discipline that integrates several fields of electrical engineering and computer science required to develop computer systems. Computer engineers usually have training in electronic engineering, software design, and hardware-software integration instead of only software engineering or electronic engineering. Computer engineers are involved in many hardware and software aspects of computing, from the design of individual microprocessors, personal computers, and supercomputers, to circuit design. This field of engineering not only focuses on how computer systems themselves work, but also how they integrate into the larger picture. Government Performance Management in China by Bin Wu Pdf

This book explains the basic concepts of the performance management, including the achievement of government goals, management capacity, administrative efficiency and policy effects. Taking Hangzhou, one of the largest cities in China, as an example, the book offers readers a new dimension through which the government can be understood and reformed—performance. Performance management has become an important component of public administration in China, and its use is beneficial in evaluating performance and social benefit. It also incentivizes civil servants to become more motivated and innovative, prevents the development of a bureaucratic atmosphere and facilitates communication between the public sector and the people. The book first introduces the concept of the performance management, providing a detailed description of its history, basic theories and its development. It then discusses the evolution of the system (from objective-based responsibility system evaluation to “vote for excellence”), its three basic areas (performance management on the national, local and municipal levels) and its key components: openness, democracy, accountability and performance. This book allows readers to gain a deeper understanding of the importance of government performance management in China and its contribution to the modernization of state governance and political legitimacy.
