R2P emphasizes preventive action above all. That includes assistance for states struggling to contain potential crises and for effective rebuilding after a crisis or conflict to tackle its underlying causes. R2P's primary tools are persuasion and support, not military or other coercion. But sometimes it is right to fight: faced with another Rwanda, the world cannot just stand by. R2P was unanimously adopted by the UN General Assembly at the 2005 World Summit. But many misunderstandings persist about its scope and limits. And much remains to be done to solidify political support and to build institutional capacity. Evans shows, compellingly, how big a break R2P represents from the past, and how, with its acceptance in principle and effective application in practice, the promise of "Never again!" can at last become a reality.

This book explores the relationship between the Responsibility to Protect (R2P) and the International Criminal Court (ICC), challenging the assumption that they are always mutually reinforcing or complementary, and examining instead the many tensions which arise between the immediate imperative of saving lives, and the more long-term prospect of punishing perpetrators and preventing future conflicts through deterrence. Around the world, audiences in the mid-1990s watched the mass atrocities unfolding in Rwanda and Srebrenica in horror and disbelief. Emerging from these disasters came an international commitment to safeguard and protect vulnerable communities, as laid out in the R2P principle, and an international responsibility to punish perpetrators, with the establishment of the ICC. The book provides context-independent proposals for resolving contradictions between the two principles, suggesting that focusing on timing and sequencing in invoking international R2P and ICC actions could facilitate the easing of tensions. Drawing on examples from Uganda, Kenya, and Darfur, the book applies International Relations concepts and theories in order to deepen our understanding of international responses to mass atrocities. This book focuses on Boko Haram and terrorism in Nigeria, framing the conflict in an international law context. It analyses the nature of political violence and the dominant roles of a violent nation-state (in both colonial and post-colonial experiences) and the rise of terrorism in Nigeria. The book unearths embedded evidence of religious nepotism on the part of state officials using such state institutions as Islamic Preaching Boards to promote one Islamic sect over another in mainly Muslim Northern Nigeria. The book offers insights into this subtle sectarian divide and how this and other ‘subterranean’ elements have contributed to the rise of Boko Haram in Northern Nigeria beyond the dominant poverty-terrorism nexus narrative. Furthermore, the book analyses the various components of Boko Haram’s radical ideology, situates them in Islamic Jurisprudence, and examines the philosophy of the group (both in doctrine and practice) – their interpretation of the Koran and the waging of Jihad, and the extent to which they conform to the Islamic Sect Boko Haram claims to follow. The book then examines the basic doctrinal features and characteristics of Boko Haram – waging Jihad, prohibiting revealing dresses for women and mixing of genders, rejecting western values and institutions, denouncing scientific inquiry and democracy, hostage taking, sexual exploitation of captives and other aspects of jus ad bellum and jus in bello in Islamic jurisprudence and international law. This volume examines and analyses electoral politics in Sri Lanka through the theoretical framework of manipulation. The following questions guided the study: how do political actors manipulate elections, and what are the salient features of electoral politics in Sri Lanka? Primary and secondary data formed the basis of the analysis, examining eight presidential elections. The research findings indicated that Sri Lankan governments, political parties and political leaders have taken advantage of six types of electoral manipulation, including constitutional tinkering, field fixing, time fixing, vote suppression, process manipulation and resource manipulation. Through a close examination of eight presidential elections, research carried out for the volume found that elections are often associated with violence; presidential elections are mainly a majoritarian affair in which minority communities play only a marginal role; there is a significant gender imbalance, as women’s participation in the electoral process is very limited; despite the presence of a large number of candidates contesting the election, it always remains a two-way race; and amid extensive manipulation and other problems, voter participation tends to be high. By investigating Sri Lanka as a case study, this book examines whether democracy, compared to authoritarianism, is conducive to post-war reconciliation. The research, founded on primary as well as secondary data, concludes that political systems have little to do with the success or failure of post-war ethnic reconciliation. The Sri Lankan case indicated that post-war reconciliation is more contingent on the readiness of the former enemies to come together. Readiness stems from, for example, satisfaction in the way issues have been resolved, confidence in the other party's intentions, and the compulsion to coexist. If the level of satisfaction, confidence, and the compulsion to coexist are low, the readiness to reconcile will also be low. The end of the war had a profound impact on post-war governance and ethnic relations in Sri Lanka. Hence, the volume provides an in-depth analysis of the factors that led to the military victory of the Sri Lankan government over the Liberation Tigers of Tamil Eelam (LTTE) in 2009. The chapters delve into the nexus between governance and reconciliation under the first two post-war governments. Reconciliation did not materialize in this period. Instead, new fault-lines emerged as attacks on the Muslim community escalated drastically. This book provides a comprehensive analysis of the nature of relations between the Sinhalese and Muslims and the Tamils and Muslims, as well as the nature and causes of post-war anti-Muslim riots.
