A Samaritan State Revisited by Greg Donaghy,David Webster Pdf

"Canada's foreign aid programs are an area of ongoing interest, yet there is little knowledge of Canada's 70-year aid history, the historic forces that have shaped Canadian aid policy, and the many complex factors that affect Canada's future foreign aid policy. "A Samaritan State Revisited" brings together a refreshing group of emerging and leading scholars to reflect on the history of Canada's overseas development aid. Addressing the broad ideological and institutional origins of Canada's official development assistance in the 1950s and specific themes in its evolution and professionalization since the 1960s, this collection is the first to explore Canada's history with foreign aid with this level of interrogative detail. Extending from the 1950s to the present and covering Canadian aid to all regions of the Global South, from South and Southeast Asia to Latin America and Africa, these essays embrace a variety of approaches and methodologies ranging from traditional, archival-based research to textual and image analysis, oral history, and administrative studies. "A Samaritan State Revisited" weaves together a unique synthesis of governmental and non-governmental perspectives, providing a clear and readily accessible explanation of the forces that have shaped Canadian foreign aid policy."--

Aid and Ebb Tide by David R. Morrison,North-South Institute (Ottawa, Ont.) Pdf

An examination of Canada's mixed foreign aid record since 1950. Morrison (political studies, Trent U. In Perterborough) looks at the more than $50 billion in capital and expertise that has been transferred to developing countries through the Canadian Official Development Assistance (ODA) program in the last 50 years. Numerous tables provide economic and political information about Canadian donations and where and how they went where they went. He calls for a renewed and reformed Canadian commitment to development cooperation at a time when the gap between the world's richest and poorest has been widening and millions are still being born into poverty. The Making of Canadian Food Aid Policy by Mark William Charlton Pdf

Since the Colombo Plan in the early 1950s, food aid has been an important and highly visible component of the Canadian development assistance program. Until the early 1970s, however, the Canadian food aid program was little more than a loosely connected collection of disparate programs designed to meet a host of sometimes conflicting objectives. In the wake of the world food crisis of 1972-75, a growing number of groups began to question the developmental effectiveness of food aid. In response, the Canadian government undertook an extensive review and assessment of its food aid program, which resulted in a series of new policy initiatives designed to change both the substance of food aid programs and the manner in which they were administered. These changes marked a watershed in the history of the Canadian food aid program, setting out the fundamental policy themes that have been consolidated and refined in the 1980s and early 1990s. Mark Charlton examines the evolution of the Canadian food aid program during this critical period of policy reform. Focusing on the rationale of the food aid program, the nature of the planning and programming process, the selection of delivery channels, the make-up of the food aid commodity basket, and the nature of donor-recipient relations, Charlton provides useful insights into the overall objectives and priorities of Canadian foreign policy in the developing world. He also reveals the impact of domestic economic interests, Canadian political culture, bureaucratic politics, and the global food aid regime on the evolution of Canadian aid policies.

The China Challenge by Huhua Cao,Vivienne Poy Pdf

With the exception of Canada’s relationship with the United States, Canada’s relationship with China will likely be its most significant foreign connection in the twenty-first century. As China’s role in world politics becomes more central, understanding China becomes essential for Canadian policymakers and policy analysts in a variety of areas. Responding to this need, The China Challenge brings together perspectives from both Chinese and Canadian experts on the evolving Sino-Canadian relationship. It traces the history and looks into the future of Canada-China bilateral relations. It also examines how China has affected a number of Canadian foreign and domestic policy issues, including education, economics, immigration, labour and language. Recently, Canada-China relations have suffered from inadequate policymaking and misunderstandings on the part of both governments. Establishing a good dialogue with China must be a Canadian priority in order to build and maintain mutually beneficial relations with this emerging power, which will last into the future.

Assessing Aid by Anonim Pdf

Assessing Aid determines that the effectiveness of aid is not decided by the amount received but rather the institutional and policy environment into which it is accepted. It examines how development assistance can be more effective at reducing global poverty and gives five mainrecommendations for making aid more effective: targeting financial aid to poor countries with good policies and strong economic management; providing policy-based aid to demonstrated reformers; using simpler instruments to transfer resources to countries with sound management; focusing projects oncreating and transmitting knowledge and capacity; and rethinking the internal incentives of aid agencies.

Just Watch Me by John English Pdf

This magnificent second volume, written with exclusive access to Trudeau’s private papers and letters, completes what the Globe and Mail called “the most illuminating Trudeau portrait yet written” — sweeping us from sixties’ Trudeaumania to his final days when he debated his faith. His life is one of Canada’s most engrossing stories. John English reveals how for Trudeau style was as important as substance, and how the controversial public figure intertwined with the charismatic private man and committed father. He traces Trudeau’s deep friendships (with women especially, many of them talented artists, like Barbra Streisand) and bitter enmities; his marriage and family tragedy. He illuminates his strengths and weaknesses — from Trudeaumania to political disenchantment, from his electrifying response to the kidnappings during the October Crisis, to his all-important patriation of the Canadian Constitution, and his evolution to influential elder statesman.

Canadian International Development Assistance Policies by Cranford Pratt Pdf

For 25 years Canadians have argued whether the Canadian International Development Agency is the primary vehicle for helping basic human and development needs of the poorest countries and people, or a tool for commercial exploitation and foreign policy. Contributors from the government, development organizations, and academia analyze the components of Canadian aid, the issues the agency has to deal with, and the pressures it responds to.
