First published in 1999. Firms in manufacturing industries are influenced by the market-oriented liberalization reform policies in many developing countries since the late eighties. However, studies applying appropriate methodology to appropriate data seldom analyze the impact of reforms on the performance of production units such as manufacturing firms. The central point of this book is to address this issue by comparing firms’ achievement with 'best practice' performance before and after reforms. This form of analysis is not new but it emphasizes a new focus or realignment of thinking within neoclassical economics to develop an analytical framework. This book examines the productivity growth of Bangladesh manufacturing firms as component measures of changes in capacity realization and technical progress. The significant feature of this approach is that it allows for the inefficiency of firms, and thus productivity growth is estimated rather than taking it as a residual as is usually measured in the traditional growth accounting approach. High rates of technological progress, on the one hand, can co-exist with low rates of capacity realization. On the other hand, relatively low rates of technological progress can co-exist with an improving capacity realization. As a result specific policy actions are required to address the difference in the sources of variation in productivity. In this respect this book would provide invaluable insights for policy makers, development practitioners, academics and students of economics.

Development is a transformational process, combining a series of interactive and cumulative linkages to create a virtuous circle of enhanced resource mobilization, higher incomes, expanding markets and investment, leading to more and better jobs. Such a structural transformation requires selective government policies to shift a country's productive structure towards activities and sectors with higher productivity, better paid jobs and greater technological potential ? what is commonly called "industrial policies". The Trade and Development Report (TDR) 2016 highlights the central role of industrialization, given the higher productivity of manufactures in relation to other sectors. Manufactures can also generate strong cross-sectoral linkages (e.g. backward, forward, income and knowledge linkages) and complementarities that enhance productivity and employment growth in the primary and tertiary sectors. Countries that have been able to narrow the productivity and income gap with developed countries are those (mostly in Asia) that managed to expand investment, employment and productivity in their manufacturing sector in a sustainable way, which contrasts with other countries and regions affected by "stalled industrialization" or "premature de-industrialization". Successful structural transformation requires a comprehensive policy approach. This includes strategic policies for international trade, pro-growth macroeconomic policies to ensure high levels of aggregate demand and investment and a stable and competitive exchange rate, policies in support of the profits-investment nexus to provide finance for structural transformation, and closing tax loopholes through fiscal and regulatory measures that would bring greater transparency to corporate decision making and finance public expenditure that provides an enabling context for production upgrading and economic diversification.

The empirical evidence indicates that traditional measures of TFP tend to overestimate, by ignoring variation in work hours, education and skills, as well as variation in capacity utilization resulting from business fluctuations. This study avoids pitfalls of earlier studies by improving upon reliable measures of factor inputs. This feature of the study makes it distinct from previous studies and enables it to provide reliable results. Hence, based upon such reliable results efficient economic policy may be formulated.
