Considerable international concerns exist about global climate change and its relationship to the growing use of fossil fuels. Carbon dioxide is released by chemical reactions that are employed to extract energy from fuels, and any regulatory policy limiting the amount of CO2 that could be released from sequestered sources or from energy-generating reactions will require substantial involvement of the chemical sciences and technology R&D community. Much of the public debate has been focused on the question of whether global climate change is occurring and, if so, whether it is anthropogenic, but these questions were outside the scope of the workshop, which instead focused on the question of how to respond to a possible national policy of carbon management. Previous discussion of the latter topic has focused on technological, economic, and ecological aspects and on earth science challenges, but the fundamental science has received little attention. This workshop was designed to gather information that could inform the Chemical Sciences Roundtable in its discussions of possible roles that the chemical sciences community might play in identifying and addressing underlying chemical questions.

Recent international negotiations and domestic policy developments have generated interest in current and projected U.S. greenhouse gas (GHG) emission levels. GHG emissions are generated throughout the United States from millions of discrete sources. Of the GHG source categories, carbon dioxide (CO2) emissions from fossil fuel combustion account for the largest percentage (76%) of total U.S. GHG emissions. The Environmental Protection Agency (EPA) promulgated standards for CO2 emissions from existing electric power plants on August 3, 2015. The rule, known as the Clean Power Plan (CPP), is the subject of ongoing litigation involving a number of entities. On February 9, 2016, the Supreme Court stayed the rule for the duration of the litigation. This book examines recent trends in U.S. GHG emissions, particularly CO2 emissions from electricity generation, and the factors that impact emission levels in that sector. Nationally-recognised studies and our contacts with a diverse group of industry representatives, non-governmental organisations, and academic researchers show that key barriers to CCS deployment include (1) underdeveloped and costly CO2 capture technology and (2) regulatory and legal uncertainties over CO2 capture, injection, and storage. Among the key technological barriers are a lack of experience in capturing significant amounts of CO2 from power plants and the significant cost of capturing CO2, particularly from existing coal-fired power plants, which are the single largest source of CO2 emissions in the United States. Compounding these technological issues are regulatory and legal uncertainties, including uncertainty regarding liability for CO2 leakage and ownership of CO2 once injected. According to the IPCC, the National Academy of Sciences, and other knowledgeable authorities, another barrier is the absence of a national strategy to control CO2 emissions (emissions trading plan, CO2 emissions tax, or other mandatory control of CO2 emissions), without which the electric utility industry has little incentive to capture and store its CO2 emissions. Moreover, according to key agency officials, the absence of a national strategy has also deterred their agencies from addressing other important practical issues, such as resolving how stored CO2 would be treated in a future CO2 emissions trading plan.
