Catholicism and Liberal Democracy seeks to clarify if there is a place for Catholicism in the public discourse of modern liberal democracy, bringing secular liberalism, as articulated by Jürgen Habermas, into conversation with the Catholic tradition. James Martin Carr explores three aspects of the Catholic tradition relevant to this debate: the Church's response to democracy from the nineteenth century up until the eve of the Second Vatican Council; the Council's engagement with modernity, in particular through Gaudium et spes and Dignitatis humanae; and Joseph Ratzinger's theology of politics as a particularly incisive (and influential) articulation of the Catholic tradition in this area. Jürgen Habermas's theorization of the place of religion in modern democracy, both in his earlier secularist phase and after his 'post-secular' turn, is evaluated. The adequacy of Habermas's recent attempts to accommodate religious citizens are critically examined and it is argued that developments in his later thought logically require a more thoroughgoing revision of his earlier theory. These developments, it is argued, create tantalizing openings for fruitful dialogue between Habermas and the Catholic tradition. Using analytical tools drawn from communications theory, the debates on same-sex marriage at Westminster and in the Irish referendum campaign are analyzed, assessing whether Catholic contributions to these debates comply with Habermasian rules of civic discourse. In light of this analysis, the prospects of, and impediments to, Catholic participation in public discourse are appraised. Carr concludes by proposing a Ratzingerian critique of contemporary attempts to redefine marriage within a broader, more fundamental critique of the modern democratic state as currently configured. A political system founded upon secularist monism cannot but regard Christian Gelasianism, and its Catholic variant in particular, as an existential threat. Thus, Catholics, however Habermasian their political behavior, can never be more than uneasy bedfellows with modern liberal democracy.

This book examines the perspectives of American liberalism and conservatism in the new millennium—their general political and social philosophy and their positions in leading public issue areas—and evaluates them in light of Catholic social teaching. Before making that evaluation, it sets out the Church’s teaching as it has been authoritatively set forth in documents from her Magisterium—especially the social encyclicals. It looks to recognized thinkers, writers, and spokesmen for each of the two ideologies to determine what their general philosophy is in six major, central areas: the role of the state; God, religion, and the natural law as the basis of the political order; the family; the thinking on freedom; the thinking about equality; and international life and ethics. Since American conservatism has been known for having different groupings or schools of thought within it—in the new millennium these are traditionalist conservatism, paleoconservatism, cultural or religious-based conservatism, neoconservatism, libertarian conservatism, and TEA party conservatism—the book examines leading representatives from each grouping and then determines what the consensus conservatism thinking is in each area. Then it looks to a recent platform of the Democratic party that was acknowledged to be especially “liberal” and one of the Republican party that was acknowledged to be especially “conservative” (they were the 2012 platforms of each party) to determine the thinking of each ideology on eight major public issue/policy areas: economics and social welfare policy; energy and the environment; civil rights and civil liberties; education and health care; family policy; immigration policy; human life issues; and foreign policy, defense, and disarmament. Eugene McCarthy was one of the most fascinating political figures of the postwar era: a committed liberal anti-Communist who broke with his party’s leadership over Vietnam and ultimately helped take down the political giant Lyndon B. Johnson. His presidential candidacy in 1968 seized the hearts and fired the imaginations of countless young liberals; it also presaged the declining fortunes of liberalism and the rise of conservatism over the past three decades. Dominic Sandbrook traces Eugene McCarthy’s rise to prominence and his subsequent failures, and makes clear how his story embodies the larger history of American liberalism over the last half century. We see McCarthy elected from Minnesota to the House and then to the Senate, part of a new liberal movement that combined New Deal domestic policies and fierce Cold War hawkishness, a consensus that produced huge electoral victories until it was shattered by the war in Vietnam. As the situation in Vietnam escalated, many liberals, like McCarthy, found themselves increasingly estranged from the anti-Communism that they had supported for nearly two decades.
