Subsidy Reform in the Middle East and North Africa by Mr.Carlo A. Sdralevich,MissRanda Sab,Mr.Younes Zouhar,Ms.Giorgia Albertin Pdf

In the Middle East and North Africa (MENA) countries price subsidies are common, especially on food and fuels. However, these are neither well targeted nor cost effective as a social protection tool, often benefiting mainly the better off instead of the poor and vulnerable. This paper explores the challenges of replacing generalized price subsidies with more equitable social safety net instruments, including the short-term inflationary effects, and describes the features of successful subsidy reforms.

The Road Not Traveled by Ahmed Galal Pdf

"Education is a powerful force that can speed up economic growth, improve income distribution, facilitate social mobility, and reduce poverty. It can also improve the quality of life for citizens by contributing to longer life expectancy, lower fertility and infant mortality rates, and a more cohesive national identity. However, none of these positive outcomes are automatic. All too often, investment in education generates low returns to the individuals involved and society at large. Thus, while investment in education is a necessary condition for faster development and prosperity, it is by no means sufficient. This MENA flagship report explores whether past investments in education in the region have generated their maximum economic returns, and, if not, why they have failed to do so. Ultimately, the answers to these questions are being sought to help policymakers chart more fruitful strategies in the future." -- Overview (p. 1).

Combining Economic and Political Development by Giacomo Luciani Pdf

Since 2011, democratic transitions in the Middle East and North Africa have mostly failed to consolidate and have been hindered by the difficult economic heritage of previous authoritarian governments. Yet newly established democratic governments must deliver on the expectations of their people, especially the poorer strata, otherwise disillusionment may open the door to restoration of authoritarian rule. Can democracy succeed? Various ideas for economic policies that may help consolidate the early democratisation process are proposed in this volume, while major obstacles on the way to democratic success are also highlighted. Contributors include: Alissa Amico, Laura El-Katiri, Philippe Fargues, Bassam Fattouh, Steffen Hertog, Giacomo Luciani, Samir Makdisi, Adeel Malik, Bassem Snaije, Robert Springborg, and Eckart Woertz.

Policy Diffusion and Telecommunications Regulation by Véronique Wavre Pdf

This study investigates regulatory reforms in the telecommunications sector of Middle Eastern and North African (MENA) countries. It explores telecommunications innovations in three developing economies (Morocco, Jordan and Egypt), with a focus on regional and European trends in telecommunications policies. Common knowledge suggests that the European Union and its member states are the main influential regulatory power in the MENA region. However, the empirical analysis of selected telecommunications regulations: universal service obligation (USO) and spectrum management, reveals that reforms are not always determined by European countries but may also originate from other developing countries, such as Peru and Chile. This finding attests to the rise of regulatory influence from the Global South, which challenges traditional transfers of regulations originating from more industrially advanced countries.

In recent decades, the Middle East and North Africa region (MENA) has experienced more frequent and severe conflicts than in any other region of the world, exacting a devastating human toll. The region now faces unprecedented challenges, including the emergence of violent non-state actors, significant destruction, and a refugee crisis bigger than any since World War II. This paper raises awareness of the economic costs of conflicts on the countries directly involved and on their neighbors. It argues that appropriate macroeconomic policies can help mitigate the impact of conflicts in the short term, and that fostering higher and more inclusive growth can help address some of the root causes of conflicts over the long term. The paper also highlights the crucial role of external partners, including the IMF, in helping MENA countries tackle these challenges.

Electricity-sector Reforms in the MENA Region by Leila Benali Pdf

This book uses electricity-sector reforms to question some of the preconceived ideas concerning the MENA region and to provide a broader analysis of related political economy issues. It presents potential further developments of MENA’s electricity-sector reforms, taking into consideration the region’s unique constraints and opportunities, and discusses the practical limits of reform and deregulation. Specifically, it examines the relationship between reforms and oil prices from a new perspective and presents alternatives to the Single Buyer Model. Complementing existing research on electricity-sector reforms in other emerging markets, the book provides a new analytical framework for assessing reforms that can be easily applied to other markets and sectors.

Digital Resistance in the Middle East by Deborah Wheeler Pdf

This book argues that Internet diffusion and use in the Middle East enables meaningful micro-changes in citizens' lives, even in states where no Arab Spring revolution occurred. Using ethnographic evidence and taking a comparative perspective, it presents a grass roots look at how new media use fits into the practice of everyday life. It explores why citizens use social media to digitally route around state and other forms of power at work in their lives. This increase in citizen civic engagement, supported by new media use, offers the possibility of a new order of things, from redefining patriarchal power relations at home, to reconfigurations of citizens' relationships with the state, broadly defined. The author argues that new media channels offer pathways to empowerment widely and cheaply in the Middle East.

Middle East and North Africa Investment Policy Perspectives by OECD Pdf

Middle East and North Africa Investment Policy Perspectives highlights the considerable progress in investment policies made by the region’s governments over the past decade. Yet, the reform momentum needs to be sustained and deepened for the benefits of investment to be shared with society at large and for growth to be sustainable, particularly in the context of the COVID-19 pandemic and resulting global economic upheaval.
