This report examines the prospects of the political leadership of North Korea passing from Supreme Leader Kim Il Sung to his son Kim Jong Il. The North Korean regime has carefully arranged the succession in order to preserve the Kim Il Sung system and his self-reliance ideology. Because hereditary succession is such an unusual and inappropriate way to transmit leadership in a socialist country, there are questions as to whether this arrangement will achieve its objective and whether North Korea's power structure and social integrity will remain intact after the death of Kim Il Sung. To address these questions, the author analyzes (1) the chronological development of the rise of Kim Jong Il; (2) the building of a personality cult around Kim Jong Il; (3) the background of and rationale for choosing hereditary succession; (4) the development of Kim Jong Il's leadership strategy; (5) supporters and opponents of Kim Jong Il; and (6) potential policy directions in the post-Kim Il Sung era. The major finding is that hereditary succession in a socialist system is difficult, even for a monolithic regime like that in North Korea, suggesting that Kim Jong Il will have continuing problems establishing his political legitimacy.

Nevertheless, North Korea, like its southern counterpart, claims to be the legitimate government of the entire peninsula and adjacent islands. Both North Korea and South Korea became members of the UN in 1991. Applying the role theoretical approach to North Korea for the first time, this book charts the continuities and changes in North Korean foreign policy, drawing on content analysis of North Korean periodicals. It begins with an identification of roles, before analysing the relationship between these roles and foreign policy in practice. In particular, it examines the links between role shifts and changes in interaction with the U.S. and South Korea. This book also demonstrates that the existence of pressure, sanctions and confrontations have contributed to a confrontational, isolationist and inward-looking foreign policy. Therefore, it argues, one should be aware that if the DPRK is constantly treated as if it is a nuclear state – and even a rogue state – it is much easier for it to enact a role on the international stage which reflects this. As a study of the foreign policy of the world’s most controversial and secretive country, this book will be invaluable to students and scholars of Korean politics and international relations, as well as Asian Studies more generally.

To shield those legitimating messages from criticism, authoritarian regimes also censor information that they find threatening. Using North Korea, Burma (Myanmar) and China as case studies, this book explains how the authoritarian public sphere shapes political discourse in each context. It also examines three domains of potential subversion of legitimating messages: the shadow markets of North Korea, networks of independent journalists in Burma, and the online sphere in China. In addition to making a theoretical contribution to the study of authoritarianism, the book draws upon unique empirical data from fieldwork conducted in the region, including interviews with North Korean defectors in South Korea, Burmese exiles in Thailand, and Burmese in Myanmar who stayed in the country during the military government.
