Raising Government Children by Catherine E. Rymph Pdf

In the 1930s, buoyed by the potential of the New Deal, child welfare reformers hoped to formalize and modernize their methods, partly through professional casework but more importantly through the loving care of temporary, substitute families. Today, however, the foster care system is widely criticized for failing the children and families it is intended to help. How did a vision of dignified services become virtually synonymous with the breakup of poor families and a disparaged form of "welfare" that stigmatizes the women who provide it, the children who receive it, and their families? Tracing the evolution of the modern American foster care system from its inception in the 1930s through the 1970s, Catherine Rymph argues that deeply gendered, domestic ideals, implicit assumptions about the relative value of poor children, and the complex public/private nature of American welfare provision fueled the cultural resistance to funding maternal and parental care. What emerged was a system of public social provision that was actually subsidized by foster families themselves, most of whom were concentrated toward the socioeconomic lower half, much like the children they served. Analyzing the ideas, debates, and policies surrounding foster care and foster parents' relationship to public welfare, Rymph reveals the framework for the building of the foster care system and draws out its implications for today's child support networks.

Children, Families, and Government: Preparing for the Twenty-first Century analyses the relationship between child development research and the design and implementation of social policy concerning children and families. This book is both timely and enduring; perennially important issues like health care, welfare reform, and drug abuse, are addressed in a context that enables the reader to relate current events to the theories and foundations on which policies are based. It highlights state of the art research and reforms to specify policy areas affecting children and families.

A Question of Commitment by R. Brian Howe,Katherine Covell Pdf

In 1991, the Government of Canada ratified the United Nations Convention on the Rights of the Child, requiring governments at all levels to ensure that Canadian laws and practices safeguard the rights of children. A Question of Commitment: Children’s Rights in Canada is the first book to assess the extent to which Canada has fulfilled this commitment. The editors, R. Brian Howe and Katherine Covell, contend that Canada has wavered in its commitment to the rights of children and is ambivalent in the political culture about the principle of children’s rights. A Question of Commitment expands the scope of the editors’ earlier book, The Challenge of Children’s Rights for Canada, by including the voices of specialists in particular fields of children’s rights and by incorporating recent developments.

People, Politics, and Child Welfare in British Columbia by Leslie T. Foster,Brian Wharf Pdf

People, Politics, and Child Welfare in British Columbia traces the evolution of policies and programs intended to protect children in BC from neglect and abuse. Analyzing this evolution reveals that child protection policy and practice has reflected the priorities of politicians and public servants in power. With few exceptions, efforts to establish effective programs have focused on structural arrangements, staffing responsibilities, and rules to regulate the practice of child welfare workers. Contributors to this book conclude that these attempts have been unsuccessful thus far because they have failed to address the impact of poverty on clients. The need to respect the cultural traditions and values of First Nations clients has also been ignored. Effective services require recognizing and remedying poverty's impact, establishing community control over services, and developing a radically different approach to the day-to-day practice of child welfare workers. People, Politics, and Child Welfare in British Columbia provides a crucial assessment of the state of child welfare in the province. Practitioners, scholars, and students in social work, child and youth care, education, and other human-service professions will find this book particularly important.

Aboriginal Child Welfare, Self-Government and the Rights of Indigenous Children by Sonia Harris-Short Pdf

This volume addresses the contentious and topical issue of aboriginal self-government over child welfare. Using case studies from Australia and Canada, it discusses aboriginal child welfare in historical and comparative perspectives and critically examines recent legal reforms and changes in the design, management and delivery of child welfare services aimed at securing the 'decolonization' of aboriginal children and families. Within this context, the author identifies the limitations of reconciling the conflicting demands of self-determination and sovereignty and suggests that international law can provide more nuanced and culturally sensitive solutions. Referring to the UN Declaration on the Rights of Indigenous Peoples, and the UN Convention on the Rights of the Child, it is argued that the effective decolonization of aboriginal child welfare requires a journey well beyond the single issue of child welfare to the heart of the debate over self-government, self-determination and sovereignty in both national and international law.

The Early Years by Inter-American Development Bank,Norbert Schady Pdf

This book is open access under a CC BY-NC-ND 3.0 IGO license. The Early Years analyzes the development of Latin American and Caribbean children and makes a compelling case for government intervention in what is instinctively a family affair. Spending on effective programs for young children is an investment that, if done well, will have very high returns, while failure to implement such programs will lower the returns on the hefty investments being made in primary, secondary, and higher education. Policies for young children belong at the core of a country's development agenda, alongside policies to develop infrastructure and strengthen institutions. However, if the services provided (or funded) by governments are to benefit children, they must be substantially better than what is currently being delivered in the region. This book offers suggestions for improving public policy in this critical area.

Perspectives in Child Care Policy by Lorraine Fox Harding Pdf

Child care law and policy issues generate very strong emotions and some crucial questions concerning the role of the state. For instance, under what circumstances should the state be able to intervene and use the force of the law to protect children? Do children have similar rights to adults? Such questions are matters of controversial debate and, in the light of well publicised child abuse cases, official inquiries and a government review led to the passing of the Children Act in 1989. Perspectives in Child Care Policy presents four different value perspectives on child care policy - laissez-faire; state paternalism; defence of the birth family and children's rights. These perspectives differ in their underlying values, concepts and assumptions concerning children, families, the rights and powers of parents and the role of the state.

Making Government Work for Your City's Kids by Bonnie Armstrong,National League of Cities Pdf

This guide is designed to help local elected officials become better intergovernmental advocates for their city's children and families. The book is based on the experiences of selected policy researchers, collected via a questionnaire sent to some 50 local officials. It advocates developing and using intergovernmental collaboration and partnerships in which officials from all levels and the private sector come together as equals to find joint solutions to community problems. Chapter 1, "The Dual Crises of the 1990s," provides the context within which local officials must work (children, families, and systems that are supposed to be serving them are in crisis). Chapter 2, "Who Does What To Whom," gives a brief overview of the various government structures that affect children and families and points out opportunities for advocacy in each. Chapter 3, "How the Intergovernmental Pieces Fit Together," describes the ways that intergovernmental efforts provide services to children and highlights points of flexibility where local advocacy can be particularly effective. Chapter 4, "Local Government: Catalyst for Collaboration," covers how local efforts can rationalize and coordinate the maze of services and programs and gives specific examples, resources, and sources for technical assistance. Chapter 5, "Seven Steps to Becoming a More Powerful Partner," outlines seven key steps to becoming a stronger advocate for the city's children. Included are two figures and selected supplementary discussions. Three appendixes contain lists of state advocacy organizations; national advocacy, research, and professional organizations; and 37 references. (JB)

Children and Society by Adam Jamrozik,Tania Sweeney Pdf

This important book examines the life of children in modern society and addresses the following key questions: What determines the nature of childhood? What is the place and value of children in society? What is the future of children likely to be? Children and Society demonstrates that in contemporary industrialised societies like Australia, social policies - and the institutions which act as instruments of these policies - tend to perpetuate inadequate and unequal treatment of children. A wealth of recent data, much of which has been produced by the authors, is presented and analysed in the book to highlight the inadequacy and inequality of current policies. This analysis is followed by the examination of government policies affecting children and families, noting especially the diversity of service systems which help to maintain social divisions and inequalities.
