CHINA’S RACE TO GLOBAL TECHNOLOGY LEADERSHIP by AA.VV. Pdf

The current trade war between the US and China looks like a small piece in a much larger puzzle over world leadership in which China plays the part of the ascending challenger seeking to upset the existing balance of power. Technology and innovation seem to be Beijing’s weapons of choice in its frontal assault on Washington in sectors traditionally led by the US. China is not only acquiring technology. Its ambitions include the regulation of international trade and global governance. Just what a China-led global order would look like is still unclear, but the inherent side-effects of technology need to be meticulously assessed, as they have the potential to alter the core values of modern societies. To what extent will technology facilitate China’s rise?

Global China by Tarun Chhabra,Rush Doshi,Ryan Hass Pdf

The global implications of China's rise as a global actor In 2005, a senior official in the George W. Bush administration expressed the hope that China would emerge as a “responsible stakeholder” on the world stage. A dozen years later, the Trump administration dramatically shifted course, instead calling China a “strategic competitor” whose actions routinely threaten U.S. interests. Both assessments reflected an underlying truth: China is no longer just a “rising” power. It has emerged as a truly global actor, both economically and militarily. Every day its actions affect nearly every region and every major issue, from climate change to trade, from conflict in troubled lands to competition over rules that will govern the uses of emerging technologies. To better address the implications of China's new status, both for American policy and for the broader international order, Brookings scholars conducted research over the past two years, culminating in a project: Global China: Assessing China's Growing Role in the World. The project is intended to furnish policy makers and the public with hard facts and deep insights for understanding China's regional and global ambitions. The initiative draws not only on Brookings's deep bench of China and East Asia experts, but also on the tremendous breadth of the institution's security, strategy, regional studies, technological, and economic development experts. Areas of focus include the evolution of China's domestic institutions; great power relations; the emergence of critical technologies; Asian security; China's influence in key regions beyond Asia; and China's impact on global governance and norms. Global China: Assessing China's Growing Role in the World provides the most current, broad-scope, and fact-based assessment of the implications of China's rise for the United States and the rest of the world.

THE PROMETHEAN PURSUIT IN THE US-CHINA COMPETITION FOR GLOBAL TECHNOLOGICAL LEADERSHIP by Khor Eng Lee,Aaron Khor,Bruno Khor Pdf

After a century of humiliation, a century of hard work in reconstructing and modernizing an extremely poor and backward country, with a huge population and an ancient civilization, when New China was founded in October 1949. After eradicating absolute/extreme poverty in 2020, the Chinese nation of 1.4 billion has advanced further on the path to common prosperity by mid-21st century. China will complete its Four Modernizations of agriculture, industry, defense, science & technology (S&T) by 2050. A world-class military will also then protect the country’s sovereignty and integrity as well as safeguard national interests. Together with construction of ecological civilization to host and support harmonious co-existence between humanity and nature, a fully restored and rejuvenated Beautiful China will embrace the whole world with open arms in the spirit of international friendship and goodwill, and cooperate to co-develop in peace for the common good as well as a shared future for all nations. At the vanguard of the Fourth Industrial Revolution, China will further drive its own dramatic transformation at the heart of convergence of emerging and disruptive technologies ignited and sustained by AI, big data, biotechnology, etc. in the new era. In the latest round of the Revolution in Military Affairs (RMA), China has been innovating and leading in the intelligentization of military forces. Some observers have viewed the visionary technological move as a stratagem to “capture the decisive advantage” in global geopolitical competition. Combining three volumes on China’s present and future developments, CHINA FUTURE TRILOGY comprises: (1) CHINA IN 2030, highlighting the rise to the world’s economic leadership and acceleration of military modernization; (2) CHINA TOWARDS 2035 on milestones which feature basic completion of agricultural, economic and military modernizations as well as building a Beautiful China in “a further 15 years of hard work” (to quote President Xi Jinping) from 2020 to 2035; and (3) CHINA VISION 2050, on the way to the great goal of complete and comprehensive national development, modernization and rejuvenation. The story of New China is indeed an extraordinary epic of miraculous national transformation in the most truly revolutionary period in history.

Technological Decoupling: Can US Lose the Pre-Eminence Race to China? by Simon Lacey Pdf

Various efforts by US lawmakers and the executive during the Trump administration to move toward technological decoupling with China betray a deep-rooted and pathological misunderstanding of how the global technology industry works. They also risk backfiring on five counts. First, it is too little too late. If the United States was serious about policing what it refers to as China’s “innovation mercantilism,” it should have taken steps in this direction almost 15 years ago when China first got serious about increasing “indigenous innovation.” Second, efforts to contain China by cutting off its companies’ access to western technologies and markets are bound to be counterproductive. Chinese firms are sure to gain access sooner or later to these technologies and thereby succeed in their global ambitions anyway. Third, a policy of uncompromising confrontation only strengthens hawkish elements in China and further undercuts China’s case to embrace deeper market opening and structural reforms. Fourth, technological decoupling undermines the US’s relative position and its technology companies’ ability to maintain pre-eminence across a range of advanced technologies. Fifth and finally, US efforts to contain China for the sole purpose of retaining unchallenged hegemony essentially cedes the moral high ground to the Chinese leadership and undermines the US’s position globally as the so-called “city upon a hill.” Instead, the new Biden administration should use the US’s still formidable market power and geopolitical influence to both gently coerce and actively incentivize China into shouldering more responsibilities with its newfound economic power. Indeed, the carnage that the Trump administration has wreaked on the US-China relationship and the many trade and investment restrictions imposed on Chinese firms and imports provide a great starting point for the Biden administration to negotiate with China. They should focus on a more balanced and reciprocal relationship of mutual market openness and competitive opportunities for each nation’s firms and their respective domestic markets.

China Risen? by Breslin, Shaun Pdf

This major new study examines the nature of Chinese power and its impact on the international order. Drawing on an extensive range of Chinese-language debates and discussions, the book explains the roles of different actors and interests in Chinese international interactions, and how they influence the nature of Chinese strategies for global change. It also gives a unique perspective on how assessments of the consequences of China’s rise are formed, and how and why these understandings change. Providing an important challenge to scholars and policy makers who seek to engage with China, the book demonstrates just how far starting assumptions can influence the questions asked, evidence sought and conclusions reached.

Seeing the Unseen by Guoli Chen,Jianggan Li Pdf

Meet the overnight tech success stories of China’s globalizing business landscape In the last few years, we have seen a meteoric rise of Chinese tech companies across the world. Alibaba stock price movements unnerved investors globally, venture capitalists searched for the next Meituan or Pinduoduo in Southeast Asia and Latin America, and of course, Tik Tok, the most popular content platform in the world today, originated from China. The founders of such companies are typically credited with the “tenacity to rough it out,” the “courage to venture into the unknown,” and the “vision to take their companies to new heights.” However, the same can be said about Silicon Valley founders, or any successful entrepreneur. So, what gives Chinese founders and their companies the advantage in becoming multi-billion global enterprises? How does their leadership set strategies? How do they motivate their people? How do they move so fast and defend their turf in China’s hyper-competitive tech market? When they expand overseas, how do they determine what they keep and what they need to let go of? And most importantly, what do these things mean to you as a competitor, investor, regulator, or even as an executive or customer of such companies? Seeing the Unseen: Behind Chinese Tech Giants’ Global Venturing answers these questions and delves into the fascinating world of Chinese logic that shapes how tech leaders make and implement decisions, many of which are seldom seen outside China. In this book, you will gain an accurate, concise understanding of Chinese tech companies' reflections as they scale. You will understand the different generations of Chinese tech giants from Alibaba, Tencent, Baidu and Huawei to Pinduoduo, Meituan, ByteDance, Xiaomi and more. In this Seeing the Unseen, the analysis behind the success and lessons learned is summarized into a unique framework that touches on People, Organization, and Product and Leadership (POP-Leadership). The book covers: How Chinese history, folklore and Mao Zadong’s political strategies have shaped the strategies of Chinese tech leaders, even today The mindsets of Chinese tech and internet companies and how they have evolved over the last two decades The unique business culture and leadership styles that steered these companies through uncertain and ultra-competitive periods How Chinese companies structure their organizations and products and how they remain agile as they scale The limitations of Chinese POP-Leadership, and what these companies must shed to keep up with international players in global markets How Chinese POP-Leadership is now becoming international, and how international players are leveraging these learnings How the worldwide expansion of Chinese companies will alter the business landscape in the coming decades Chinese firms undertaking overseas ventures can challenge our thinking on global strategy and implementation. This book gives you a better understanding of these emergent players in the global arena.

THE STATE AND CAPITAL IN CHINA by Renildo Souza Pdf

The State and Capital in China offers a critical interpretation of Chinese recent history, scrutinizing the political and economic turnaround post-1978. It analyzes the dynamics of the party-state system, the de-collectivization of agriculture, the liberalization of the labor market, the rise of private sector, the crucial role of the global market, the new social exploitation, and the prospects for China. In the near future, it will no longer be possible to maintain current gigantic investment levels that feed its high economic growth. Global competition, technological dispute, and the downward pressure of overaccumulation on the rate of profit are all significant limits to Chinese current economic model. The immense inequalities in income and wealth have been fuelling protest and worker strikes, while environmental damage limits natural resources availability. The problems of Chinese capitalism discussed in this book have been exacerbated by the new cold war unleashed by the United States. Building on the theory of uneven and combined development, this book assesses the Chinese development, refusing the economism often present in appraisals of this theme. Worker struggles and progressive forces can benefit from this research on the nature and implications of the transformations in the world's second largest economy and a new superpower.

China Fast Forward by Bill Dodson Pdf

Will China Surpass the United States as an innovation nation? China is tirelessly working to overcome its technological deficiencies by driving R&D initiatives in government and business and adapting Western Internet platforms for domestic use. It is extending its technological reach through a major drive to rival India as a services outsourcing leader and projecting its high-tech brands into the companies and homes of other countries. But whether China succeeds will depend on how it handles such issues as demography, energy dependency, and resource limitations. The environmental challenges posed by China's vast manufacturing sector are well documented, but what isn't widely realized is that China is actually outstripping the West in all manner of green initiatives, renewable energy investments, research and development funding, and other areas essential to improving the health of the planet. However, omnipresent government intervention, environmental degradation, natural resource exhaustion, and other issues threaten to derail China’s rise to superpower status. As the country meets global challenges on a scale that few nations can match, China Fast Forward takes a look at what lies ahead and why China’s success is important to us all. In this book, Bill Dodson explores China's reincarnation from a closed, agrarian nation into a modern, high-tech superpower bent on literally cleaning up its act. Presents an on-the-ground survey and analysis of China's renewable and clean energy sector that identifies the kinds of projects and technologies Chinese enterprises and local governments are hungry for Includes a discussion on how successful Chinese companies are developing their brands to go head-to-head with the world’s best-known companies Discusses how central government conflicts of interest are actually foiling corporate and official drives to innovation across a range of sectors Taking a look inside China's march toward becoming a sustainable superpower through innovation, China Fast Forward presents a balance sheet of the country's technological and social progress on its path to becoming a world leader.

The Comeback of Industrial Policy by Alessandro Gili,Davide Tentori Pdf

Industrial policies are the key element underlying today’s geopolitical scramble and a pillar of national security.Reacting to Western weaknesses and bottlenecks in the global supply chains, highlighted by multiple shocks such as the pandemic, the war in Ukraine, and the recent Israel-Hamas war, the US in first place and the EU later have started to introduce new industrial legislation aimed at making up for lost ground with respect to other industrialpowerhouses, such as China. Besides being policy tools to accelerate the green and digital transitions, however, the US Inflation Reduction Act and the Net Zero Industry Act, as well as the US and the EU Chips Acts, entail subsidies, local content requirements and export controls targeted at strengthening the domestic industrial base for critical technologies, fostering strategic autonomy and de-risking from excessive foreign dependencies. This race poses risks for the weaponisation of industrial policies and fragmentation of international trade and also potentially jeopardises technological development. How can we strike a balance between economic security and efficiency? Which sectors are the most critical and which ones are the leading global powers pursuing? What will the consequences be for global value chains and international trade? Is it possible to reach an agreement on rules for a new level playing field to prevent economic competition turning into economic warfare?
