Yet, for all these achievements, there is still profound skepticism regarding China’s potential as a genuine maritime power. Beijing must still import the most vital subcomponents for its shipyards, maritime governance remains severely bureaucratically challenged, and the navy evinces, at least as of yet, little enthusiasm for significant blue water power projection capabilities. This volume provides a truly comprehensive assessment of prospects for China’s maritime development by situating these important geostrategic phenomena within a larger world historical context. China is hardly the only land power in history to attempt transformation by fostering sea power. Many continental powers have elected or been impelled to transform themselves into significant maritime powers in order to safeguard their strategic position or advance their interests. We examine cases of attempted transformation from the Persian Empire to the Soviet Union, and determine the reasons for their success or failure. Too many works on China view the nation in isolation. Of course, China’s history and culture are to some extent exceptional, but building intellectual fences actually hinders the effort to understand China’s current development trajectory. Without underestimating the enduring pull of China’s past as it relates to threats to the country’s internal stability and its landward borders, this comparative study provides reason to believe that China has turned the corner on a genuine maritime transformation. If that proves indeed to be the case, it would be a remarkable if not singular event in the history of the last two millennia.

The People's Republic of China has emerged as the most significant long-term strategic competitor to the United States on the world stage. To accomplish this, China has made substantial investments in modern naval systems. In order to understand how successful China has been in this effort, an understanding of its acquisition system is required. Different countries use different processes for the acquisition of defense systems. Currently, there is not a standard method for comparing the efficiency of acquisition systems between the United States and other nations. The purpose of this research was to develop a framework that can be used to accomplish this task and to then demonstrate that framework on the United States' and China's naval shipbuilding programs. The results of this research identified 10 key factors that affect a country's acquisition efficiency. While the United States' shipbuilding program outperforms China's in seven of these areas, China's leads in two key factors: cost and schedule performance. This indicates that although the United States has a more efficient acquisition system overall, China is still able to produce warships faster and at a lower cost. In order to maintain its strategic advantage on the world stage, the United States must work to ensure that its acquisition system remains ahead overall and closes the gap when it comes to cost and schedule. Concern has grown in Congress and elsewhere about China's military modernization. The topic is an increasing factor in discussions over future required U.S. Navy capabilities. The issue for Congress addressed in this report is as follows: How should China's military modernization be factored into decisions about U.S. Navy programs? Several elements of China's military modernization have potential implications for future required U.S. Navy capabilities. These include theater-range ballistic missiles (TBMs), land-attack cruise missiles (LACMs), anti-ship cruise missiles (ASCMs), surface-to-air missiles (SAMs), land-based aircraft, submarines, surface combatants, amphibious ships, naval mines, nuclear weapons, and possibly high-power microwave (HPM) devices. China's naval weaknesses include capabilities for operating in waters more distant from China, joint operations, C4ISR, long-range surveillance and targeting systems, anti-air warfare (AAW), antisubmarine warfare (ASW), mine countermeasures (MCM), and logistics. Observers believe a near-term focus of China's military modernization is to field a force that can succeed in a short-duration conflict with Taiwan and act as an anti-access force to deter U.S. intervention or delay the arrival of U.S. forces, particularly naval and air forces, in such a conflict. China's naval modernization raises potential issues for Congress concerning the role of China in DoD and Navy planning; the size of the Navy; the Pacific Fleet's share of the Navy; forward homeporting of Navy ships in the Western Pacific; the number of aircraft carriers, submarines, and ASW-capable platforms; Navy missile defense, air-warfare, AAW, ASW, and mine warfare programs; Navy computer network security; and EMP hardening of Navy systems.
