In recent years, new mechanisms have been developed to link citizens with government and with diverse policy-making entities. Earlier, it was assumed that citizens had little interest in policy deliberations, and responsibility for public needs was best left to the experts. Many citizens now believe that they have a legitimate right to infl uence how power is exercised in public organizations. Koff constructs a demographic profi le of public members, their activities, and their opinions about board membership. She also catalogues the perspectives of executive directors about public members, identifi es specifi c problems related to public participation, and suggests strategies to help resolve them. How effectively these bodies perform, and how well they respond to the public, are in part determined by the talents and activities of their members. All of these members, especially public members, need appropriate tools to be able to perform in a superior fashion. Despite the importance of governing bodies to an organization's performance, there has been little examination of board members in general and specifi cally of public members. Citizen Participation in the Age of Contracting is based on a simple premise: in democracies, power originates with citizens. While citizen participation in government remains a central tenet of democracy, public service delivery structures are considerably more complex today than they were fifty years ago. Today, governments contract with private organizations to deliver a wide array of services. Yet, we know very little about how citizens influence government decisions and policies in the "hollow state." Based on nearly 100 interviews with public and private managers, our findings about the state of citizen participation in contract governance are somewhat disheartening. Public and private organizations engaged citizens in a number of ways. However, most of their efforts failed to shift the power structure in communities and did not give citizens a chance to fundamentally shape local priorities and programs. Instead, elected officials and professional staff largely maintained control over significant policy and administrative decisions. Widespread, but narrow in their forms and impact, the participation practices we uncovered did not live up to the ideals of democracy and self-governance. Citizen Participation in the Age of Contracting is suitable for those who study public administration, as well as in other closely related fields such as nonprofit management and organizational behavior.

If the twentieth century was only focused on the complementarity and the opposition of market and state, the twenty-first century has now to deal with the prominence of the third sector, the emergence of social enterprises and other solidarity hybrid forms. The concept of civil society organisations (CSOs) spans this diversity and addresses this new complexity. The first part of the book highlights the organizational dimensions of CSOs and analyses the growing role of management models and their limits. Too often, the study of CSO governance has been centered on the role of the board and has not sufficiently taken into account the different types of accountability environments. Thus, the conversation about CSO governance rises to the level of networks rather than simple organizations per se, and the role of these networks in setting the agenda in a democratic society. In this perspective, the second part emphasizes the institutional dimensions of CSO governance by opening new avenues on democracy. First, the work of Ostrom about governing the commons provides us new insights to think community self-governance. Second, the work of Habermas and Fraser opens the question of deliberative governance and the role of public sphere to enlarge our vision of CSO governance. Third, the concepts of substantive rationality and economy proposed respectively by Ramos and Polanyi reframe the context in which the question can be addressed. Lastly, this book argues for a stronger intercultural approach useful for the renewal of paradigms in CSOs research. This book has for objective to present a unique collective work in bringing together 33 authors coming from 11 countries to share perpectives on civil society governance and will be of interest to an international audience of researchers and policy-makers.
