In Resilient Communities, Jana Krause focuses on civilian agency and mobilization 'from below' and explains violence and non-violence in communal wars. Drawing on extensive field research on ethno-religious conflicts in Ambon/Maluku Province in eastern Indonesia and Jos/Plateau State in central Nigeria, this book shows how civilians responded to local conflict dynamics very differently, evading, supporting, or collectively resisting armed groups. Combining evidence collected from more than 200 interviews with residents, community leaders, and former fighters, local scholarly work (in Indonesian), and local newspaper-based event data analysis, this book explains civilian mobilization, militia formation, and conflict escalation. Through a comparative analysis of six case studies, this volume illustrates key conflict-resolution techniques for peacebuilding. Outside parties learn how to facilitate cooperation by engaging local leaders in intensive, interactive workshops. These opposing leaders reside in small, ethnically divided countries, including Burundi, Cyprus, Estonia, Guyana, Sri Lanka, and Tajikistan, that have experienced communal conflicts in recent years. In Estonia and Guyana, peacebuilding initiatives sought to ward off violence. In Burundi and Sri Lanka, initiatives focused on ending ongoing hostilities, and in Cyprus and Tajikistan, these efforts brought peace to the country after its violence had ended. The contributors follow a systematic assessment framework, including a common set of questions for interviewing participants to prepare comparable results from a set of diverse cases. Their findings weigh the successes and failures of this particular approach to conflict resolution and draw conclusions about the conditions under which such interactive approaches work, as well as assess the audience and the methodologies used. What kinds of civic ties between different ethnic communities can contain, or even prevent, ethnic violence? This book draws on new research on Hindu-Muslim conflict in India to address this important question. These dimensions are interwoven and are addressed in the different papers of the volume. This book revolves around the societal interventions and institutions that exclude, discriminate, isolate and deprive some groups on the basis of group identities such as caste or ethnicity. Stabilization as the New Normal in International Interventions provides the first comprehensive analysis of stabilization, which constitutes the new reference point for international intervention in unruly parts of the Global South.
