This book is an outcome of a research project on "Sustainable Forestry and the Environment in Developing Countries". The project has been run by Metsantutki muslaitos METLA -the Finnish Forest Research Institute since 1987 and will be completed this year. A major output by this project has so far been a report in three volumes on "Deforestation or development in the Third World?" The purpose of our multidisciplinary research project is to generate new knowl edge about the causes of deforestation, its scenarios and consequences. More knowledge is needed for more effective, efficient and equitable public policy, both at the national and intemationallevels in supporting sustainable forestry in develop ing countries. Our project has specifically focused on 90 tropical countries as one group and on three subgroups by continents, as well as the three case study countries, the Philippines, Ethiopia and Chile. The University of Joensuu has been our active partner in the Philippine study. We have complemented the three cases by the analyzes of Brazil and Indonesia, the two largest tropical forest-owning countries. Some other interesting country studies were annexed to complement our book both by geography and expertise. The United Nations University, World Institute for Development Economics Research, UNUIWIDER in Helsinki Finland has also been partly engaged. Most of the results from its project on "The Forest in the South and North in Context of Global Warming" will, however, be published later in a separate book.

Since the 1970s and 1980s, community-based forestry has grown in popularity, based on the concept that local communities, when granted sufficient property rights over local forest commons, can organize autonomously and develop local institutions to regulate the use of natural resources and manage them sustainably. Over time, various forms of community-based forestry have evolved in different countries, but all have at their heart the notion of some level of participation by smallholders and community groups in planning and implementation. This publication is FAO’s first comprehensive look at the impact of community-based forestry since previous reviews in 1991 and 2001. While there continues to be refinement in defining and assessing sustainable management, there remains the urgent need for policies that create the conditions that support sustainability and can halt or slow destructive practices already underway. Carol Colfer and her contributors maintain that standardized solutions to forest problems from afar have failed to address both human and environmental needs. Such approaches, they argue, often neglect the knowledge that local stakeholders have accumulated over generations as forest managers and do not address issues involving the diversity and well-being of groups within communities. The contributors note that these problems persist despite clear evidence that equity and social relationships, including gender roles, are important factors in the ways that communities adapt to change and manage forest resources overall. The Equitable Forest offers an alternative to traditional, externally organized strategies for forest management. Termed adaptive collaborative management (ACM), the approach tries to better acknowledge the diversity, complexity, and unpredictability of human and natural systems. ACM works to strengthen local institutions and use the knowledge and capacity of groups in local communities to enhance the health and well-being of both forests and the people who live in and around them. The social dynamics of deforestation and of forest protection are the ongoing interactions amongst social actors and processes that determine the use and management of forests. Based on a vast amount of research and detailed case-studies in Brazil, Central America, Nepal and Tanzania as well as several papers dealing with wider themes and regions, this book argues that most current discussions of increased rates of deforestation and perceived accompanying environmental crises are overly simplistic. Institutional reforms and policy measures that have been undertaken in developing countries usually failed to protect either the forests or people's livelihoods. Technical solutions to deforestation are only one element in what are essentially political questions. The central issue is not how to halt deforestation but rather how to manage forest areas and natural resources in order to meet social goals on a more equitable and sustainable basis. Conventional wisdom that attributes deforestation primarily to peasant ignorance and population growth is questioned as are other single factor explanations such as market and policy failures.
