The nation's long-term fiscal imbalances will likely make DOD's 1.6 trillion planned investment in new weapon systems unsustainable. Thus, it is critical that DOD retains the flexibility to end programs and contracts when necessary and appropriate. Although the federal government generally has the legal right to terminate contracts for convenience, defense stakeholders have sometimes expressed concerns that it will cost more to terminate a contract than to complete it. To address this perception, GAO examined (1) how expected contract termination costs and other factors affect DOD decisions on whether to end programs and contracts; (2) the circumstances under which it would cost more to terminate a contract for convenience than to complete it; and (3) the options DOD has for retaining value or reducing costs, when DOD ends programs or contracts. To do this, GAO examined DOD data on terminated contracts over $100 million; reviewed laws, regulations, and guidance; and met with key DOD officials. GAO recommends that DOD review, and as needed amend, guidance on terminations across the military services and DOD agencies to ensure that termination guidance identifies the conditions under which it is appropriate to end programs or contracts, and provides knowledge needed to use terminations as an investment portfolio tool. DOD agreed.

On any credible moral outlook, other people's pressing need for assistance can ground moral requirements on us to help them—-requirements of beneficence. How far do those requirements extend? One way to think about this is by means of a simple analogy: an analogy between joining in efforts to help people at a distance and rescuing a needy person yourself, directly. Part I of Garrett Cullity's book examines this analogy. In some ways, the analogy is not only simple, but politically and metaphysically simplistic. However, it contains an important truth: we are morally required to help other people, indirectly as well as directly. But the number of needy people in the world is enormous, and their need is very great. Once we start to recognize requirements to help them, when is it morally acceptable to stop? Cullity answers this question in Part II. Michigan has been fortunate in having three such original and productive moral philosophers serving ob its faculty simultaneously. Yet they stand in a long tradition of excellence, both within the Department and in the University. Let us trace that tradition briefly. The University of Michigan opened in 184l.lts Department of Literature, Science, and the Arts at first resembled a typical American college ofthat period, with religious and ethical indoctrination playing a central role in course offerings. But when Henry Tappan, a Presbyterian clergyman and Professor of philosophy, became President in 1852, he succeeded in shifting the emphasis from indoctrination to inquiry and scholarship. Though he was dismissed for his policies in 1863, Tappan's efforts to establish a broad and liberal curriculum prevailed. Michigan was to take its place among the leading educational institutions in this country, and to achieve an international reputation as a research center. Several past philosophers are worthy of mention here. George Sylvester Morris, an absolute idealist, joined the Department in 1881, having served from 1870 as Chairman of the Department of Modern Languages and Literature. He assumed the Chairmanship of Philosophy in 1884.
