EU Emissions Trading by Jon Birger Skjærseth,Jørgen Wettestad Pdf

The EU Emissions Trading Scheme (EU ETS) has been characterized as one of the most far-reaching and radical environmental policies for many years. Given the EU's earlier resistance to this market-based and US-flavoured programme, the development and implementation of the EU ETS has been rapid. This novel approach to environmental regulation has the potential to affect not only greenhouse gas emissions in the EU, but also international strategies for climate change protection. This book investigates the origins, evolution and consequences of the EU ETS and offers significant contributions to the literatures on climate policy and EU policy making.

Rescuing EU Emissions Trading by Jørgen Wettestad,Torbjørg Jevnaker Pdf

This book draws upon a meticulous study of background documents and a string of fresh interviews to tell the fascinating story of how the EU’s climate flagship was significantly improved. The EU’s emissions trading system (ETS) covers almost half of its greenhouse gas emissions and has been hailed as the cornerstone and flagship of EU climate policy. But in spring 2013 the ETS was in severe crisis, with a huge surplus of allowances and a sagging carbon price. Even a formally simple measure to change the timing of auctioning was initially rejected by the European Parliament. Two years later a much more important ‘market thermostat’ was adopted (i.e. the Market Stability Reserve) and proposals for a complete ETS overhaul were put on the table. This book examines and explains how it was possible to turn the flagship around so quickly. Crucial changes at EU and national levels are identified, chief among them in Germany and the European Parliament.

The EU Emissions Trading Scheme by Katja Philipps Pdf

Seminar paper from the year 2012 in the subject Politics - Topic: European Union, grade: 1,0, University of Münster (Institut für Politikwissenschaft), course: European Environmental Politics, language: English, abstract: Due to ever mounting scientific evidence, today neither climate sceptics nor climate believers deny the fact that climate change is occurring and that human activity can be regarded as a prime cause. Uncertainty solely remains about the precise relationship between specific concentrations of particular greenhouse gases – most importantly water vapour and carbon dioxide – and changes in global temperatures. It is beyond doubt that certain gases in the atmosphere contribute to the so-called ‘greenhouse effect’ by trapping heat. Human activity like burning carbon-based fuels, but also deforestation and ploughing is intensifying this effect and causing a constant rise in carbon dioxide concentrations. The growing empirical evidence for climate change triggered a global response, even though some authors classify it as ‘meagre’ (Helm 2008). In 1992, 154 countries joined the United Nations Framework Convention on Climate Change (UN FCCC), to cooperatively consider what they could do in order to limit average global temperature increases and the resulting climate change. The UN FCCC built upon the Intergovernmental Panel on Climate Change (IPCC) established in 1988, an international scientific collaboration entrusted with the task to ‘provide the world with a clear scientific view on the current state of knowledge in climate change and its potential environmental and socio-economic impacts’ (IPPC n.d.). The UN FCCC finally kicked off the process which culminated in the Kyoto Protocol, adopted in Japan on 11 December 1997 and entering into force on 16 February 2005. The Protocol commits 37 industrialized countries and the European Union (EU) to stabilize their greenhouse gas emissions and sets binding emission reduction targets for a certain period (cf. UN FCCC n.d.). Being of particular relevance for this paper, the Kyoto agreement enabled the European Union Emissions Trading Scheme (EU ETS) to get under way as a prototype for a global emissions-trading regime. The aim of this paper is to have a closer look at the EU ETS and to examine whether the development of the regime can be explained by using the lens of policy network analysis – a concept that appears particularly well suited to grasp the essence of multi-level governance in the European Union (cf. Jachtenfuchs 2001:255). The central question is whether the actors involved in the development of the EU ETS can be identified and classified by using policy network analysis as a theoretical framework.

Towards an Emissions Trading System in Mexico: Rationale, Design and Connections with the Global Climate Agenda by Simone Lucatello Pdf

This Open Access book provides detailed information about the incoming Mexican Emissions Trading System, including an analysis on why the system was implemented, how the system was designed, how it operates, how it could work, and how it could be strengthened by 2023 when it will be formally launched. This document is aimed at those who want to understand how an ETS can operate in an emerging economy. Although it has been written for experts and non-experts, this book does not provide the underlying theory of market-based instruments and emissions trading systems in general. The book can be read from start to finish, but can also be used as a reference for specific components of regional ETSs. The book draws upon a meticulous study of background documents and fieldwork from different authors to tell the story of how a Mexican ETS, the first of its kind in Latin America, can be set in the country. The emissions trading system cover many greenhouse gas emissions and has been hailed as one of the cornerstones of the Mexican climate policy. The book also examines and explains how the ETS is designed and implemented.

Climate and Trade Policy by Carlo Carraro,Christian Egenhofer Pdf

The difficulty of achieving and implementing a global climate change agreement has stimulated a wide range of policy proposals designed to favour the participation of a large number of countries in a global cooperative effort to control greenhouse gas emissions. This significant book analyses the viability of controlling climate change through a set of regional or sub-global climate agreements rather than via a global treaty. The authors argue that the principal challenge in devising a truly global architecture is in providing sufficient incentives for all party participation whilst also ensuring compliance, which raises global governance issues. The main purpose of this study is not to trace in detail the process of negotiation and implementation of international regimes, but rather to evaluate whether a series of regional or sub-global agreements is more likely to achieve climate change control than a global agreement attempted from the outset. From a political science perspective, the focus centres on institution building and governance. From an economic perspective it concentrates on incentives used to encourage participation in a global and non-fragmented agreement. Lessons from EU integration and actual global and regional trade agreements are employed in order to analyse the future prospects of climate change negotiations. The focus on climate change and more generally the management of environmental and resource problems will make this book essential reading for participants, observers and analysts of the public policy process as it concerns climate change and more generally the management of environmental and resource problems. In addition the rich combination of international relations theory and economic literature with findings from the policy process will appeal to both general readers and the academic community.

EMU at Risk by Daniel Gros Pdf

"This is the seventh annual report issued by the CEPS Macroeconomic Policy Group since it was reconstituted at the start of economic and monetary union in 1999. This distinguished group of economists argues that a combination of slow growth, inadequate policy responses and newly emerging intra-area divergences are putting EMU at risk. Against this background, the MPG recommends that the ECB should downgrade its short-term concern about cyclical economic developments and pursue a monetary policy aimed at preserving the value of the euro in the long-term. Moreover, it urges the core countries to urgently return to fiscal discipline, both in their own interest and to set an example that would allow them to exert pressure on potential soft currency countries to do the same."--CEPS website.

The New Basel Capital Accord and the Future of the European Financial System by Rym Ayadi,Andrea Resti Pdf

The purpose of this report is to provide a detailed, up-to-date and critical analysis of the New Basel Capital Accord framework. It focuses on the limitations and pitfalls that may deserve further investigation, particularly at the European level. Moreover, it provides a provisional assessment of its effects on small- and medium-sized European banks, as well as small- and medium-sized European enterprises. It examines the procyclicality of the new Accord and offers mechanisms to counter it. Finally, it addresses the challenges of implementing the new rules at the EU level.

The Allocation of Power in the Enlarged ECB Governing Council by Ansgar Belke,Barbara Styczynska Pdf

This study analyses the allocation of power in the Governing Council of the European Central Bank (ECB) as it enlarges to accommodate new members of the economic and monetary union. For this purpose, classical power indices that have their origin in solutions of cooperative games are applied. First, an assessment is made of the effects of enlargement on the voting power of different subgroups of the Governing Council that arise in the wake of the continuous accession process. Second, a systematic comparison is carried out of the status quo role ('one member, one vote') with respect to the voting power of the ECB Executive Board and to the representativeness of European monetary policy, along with the potential for its re-nationalisation.

Rethinking the EU Regulatory Strategy for the Internal Energy Market by Christian Egenhofer,Kyriakos Gialoglou Pdf

A key message of this report is that full and effective implementation of proposed legislation will be necessary to ensure a true internal market for energy in the EU, but this alone will not be sufficient. In parallel, more attention must be paid to other, less-prominent fields. The report singles out i) the introduction of incentive-based network regulation and ii) the careful design of principal elements of the wholesale market, i.e. trade of electricity and gas for resale ("wholesale market design and rules"). Moreover, the internal market needs to be buttressed with the consistent application of competition rules across member states to avoid the creation of national champions. The report also argues that a functioning electricity and gas market depends on market-compatible solutions to security of supply and environmental issues and a rethinking of "executive agencies", whose use to date is inhibited by the Meroni doctrine.
