The authors examine whether the PROGRESA program of Mexico affects adult participation in the labor market and overall adult leisure time, and they link these effects to the impact of the program on poverty. Conditional Cash Transfer (CCT) programs aim to reduce poverty by making welfare programs conditional upon the receivers' actions. That is, the government only transfers the money to persons who meet certain criteria. These criteria may include enrolling children into public schools, getting regular check-ups at the doctor's office, receiving vaccinations, or the like. They have been hailed as a way of reducing inequality and helping households break out of a vicious cycle whereby poverty is transmitted from one generation to another. Do these and other claims make sense? Are they supported by the available empirical evidence? This volume seeks to answer these and other related questions. Specifically, it lays out a conceptual framework for thinking about the economic rationale for CCTs; it reviews the very rich evidence that has accumulated on CCTs; it discusses how the conceptual framework and the evidence on impacts should inform the design of CCT programs in practice; and it discusses how CCTs fit in the context of broader social policies. The authors show that there is considerable evidence that CCTs have improved the lives of poor people and argue that conditional cash transfers have been an effective way of redistributing income to the poor. They also recognize that even the best-designed and managed CCT cannot fulfill all of the needs of a comprehensive social protection system. They therefore need to be complemented with other interventions, such as workfare or employment programs, and social pensions.

"The authors test whether poor households use cash transfers to invest in income generating activities that they otherwise would not have been able to do. Using data from a controlled randomized experiment, they find that transfers from the Oportunidades program to households in rural Mexico resulted in increased investment in micro-enterprise and agricultural activities. For each peso transferred, beneficiary households used 88 cents to purchase consumption goods and services, and invested the rest. The investments improved the household's ability to generate income with an estimated rate of return of 17.55 percent, suggesting that these households were both liquidity and credit constrained. By investing transfers to raise income, beneficiary households were able to increase their consumption by 34 percent after five and a half years in the program. The results suggest that cash transfers to the poor may raise long-term living standards, which are maintained after program benefits end. "--World Bank web site.

Would it be possible to provide people with a basic income as a right? The idea has a long history. This book draws on two pilot schemes conducted in the Indian State of Madhya Pradesh, in which thousands of men, women and children were provided with an unconditional monthly cash payment. In a context in which the Indian government at national and state levels spends a vast amount on subsidies and selective schemes that are chronically expensive, inefficient, inequitable and subject to extensive corruption, there is scope for switching at least some of the spending to a modest basic income. This book explores what would be likely to happen if this were done. The book draws on a series of evaluation surveys conducted over the course of the eighteen months in which the main pilot was in operation, supplemented with detailed case studies of individuals and families. It looks at the impact on health and nutrition, on schooling, on economic activity, women's agency and the welfare of those with disabilities. Above all, the book considers whether or not a basic income could be transformative, in not only improving individual and family welfare but in promoting economic growth and development, as well as having an emancipatory effect for people long mired in conditions of poverty and economic insecurity.
