This background paper analyzes broad areas of concern relating to contaminated sites in Canada and sets the stage for more detailed work. The following issues are explored: the need for information on the nature and size of the contaminated site problem; the allocation of liability among those responsible for contamination; how to define cleanliness of a site; funding the clean-up of sites for which no responsible parties can be found; clean-up of sites involving properties and operations in bankruptcy; treatment of abandoned or idle commercial or industrial lands that are contaminated; societal costs of contaminated sites; the role of insurance in contaminated sites; and the prevention of future contamination.
